This book explores the progress in and the obstacles surrounding developing comprehensive security cooperation between Russia and South Korea since diplomatic relations were established in 1991 within the framework of economic security. The book focuses on oil and natural gas projects, linking the Trans-Siberian and Trans-Korean Railroads, industrial development in the Nakhodka Free Economic Zone, fishery cooperation, and the arms trade, and examines whether these five aspects of cooperation serve to contribute to building Russian-South Korean bilateral and regional economic security. The author argues that these five aspects of cooperation all have the potential to enhance comprehensive bilateral security and further regional economic security in Northeast Asia. However, Russian-South Korean economic cooperation has been hampered by a number of obstacles, including domestic factors as well as external factors, and prevented Russia and South Korea from fulfilling their potential for creating a cooperative comprehensive security relationship. The author concludes with an assessment on the utility of the concept of multi-dimensional security cooperation as a framework for studying and improving the prospects for Russian-South Korean bilateral relations.

Peacekeeping and the Asia-Pacific explores the politics, challenges, and future of UN peacekeeping operations from the Asia-Pacific. The first section looks at contributions from the sub-regions: Northeast Asia, Southeast Asia, and South Asia. The second section of the book looks at individual country case studies including: Australia, Solomon Islands, Japan, and Thailand. The third, and concluding, section consists of a theoretical summary on the central conceptual theme of Asian motivations for PKO contributions. This book explores non-traditional, 'critical' security issues in Northeast Asia. This exploration adopts an approach to critical security that emphasizes the play of identity and culture in the apprehension of insecurity understood primarily in existential terms. The study thus focuses upon the apprehension of insecurity derived from demographic pressures, resource limitations, ecological degradation, food politics, identificatory challenges, health threats, and political change. The study seeks to assess existing approaches to such threats and to propose alternatives that stress the importance of transnational co-operation as the principal means of tackling the complexity of contemporary societal insecurities in Northeast Asia.

For more than half a century, the Japanese Ministry of Foreign Affairs (Gaimusho) possessed an independent police force that operated within the space of Japan’s informal empire on the Asian continent. Charged with "protecting and controlling" local Japanese communities first in Korea and later in China, these consular police played a critical role in facilitating Japanese imperial expansion during the late nineteenth and twentieth centuries. Remarkably, however, this police force remains largely unknown. Crossing Empire’s Edge is the first book in English to reveal its complex history. Based on extensive analysis of both archival and recently published Japanese sources, Erik Esselstrom describes how the Gaimusho police became deeply involved in the surveillance and suppression of the Korean independence movement in exile throughout Chinese treaty ports and the Manchurian frontier during the 1920s and 1930s. It had in fact evolved over the years from a relatively benign public security organization into a full-fledged political intelligence apparatus devoted to apprehending purveyors of "dangerous thought" throughout the empire. Furthermore, the history of consular police operations indicates that ideological crime was a borderless security problem; Gaimusho police worked closely with colonial and metropolitan Japanese police forces to target Chinese, Korean, and Japanese suspects alike from Shanghai to Seoul to Tokyo. Esselstrom thus offers a nuanced interpretation of Japanese expansionism by highlighting the transnational links between consular, colonial, and metropolitan policing of subversive political movements during the prewar and wartime eras. In addition, by illuminating the fervor with which consular police often pressed for unilateral solutions to Japan’s political security crises on the continent, he challenges orthodox understandings of the relationship between civil and military institutions within the imperial Japanese state. While historians often still depict the Gaimusho as an inhibitor of unilateral military expansionism during the first half of the twentieth century, Esselstrom’s exposé on the activities and ideology of the consular police dramatically challenges this narrative. Revealing a far greater complexity of motivation behind the Japanese colonial mission, Crossing Empire’s Edge boldly illustrates how the imperial Japanese state viewed political security at home as inextricably connected to political security abroad from as early as 1919—nearly a decade before overt military aggression began—and approaches northeast Asia as a region of intricate and dynamic social, economic, and political forces. In doing so, Crossing Empire’s Edge inspires new ways of thinking about both modern Japanese history and the modern history of Japan in East Asia.

With its unstable and intermittent nuclear weapon project, and the recent leadership succession issue, Democratic People’s Republic of Korea (DPRK) has been a source of insecurity for the past decade in this region, in addition to the delicate international relations among the powerful China, United States, Japan, and Russia. Contrary to the image of Korea as a largely self-contained country until its economy became global during the 1990s, this book shows that transnationalism has firmly been part of modern Korea’s national experience throughout its existence.
