This is a study of party development in the post-communist world. Based on extensive fieldwork in Bulgaria and Hungary, as well as aggregate data from twelve post-communist states, this study provides an explanation of the behaviour of parties since 1990, and offer new insights into the party behaviour in the future.

Political Parties in Post-Communist Eastern Europe is the first textbook to survey the course of party developments in eastern Europe as a whole in the post-Communist period. This book relates the specifics of the post-communist situation to the broader picture of the early stages of party development in western Europe and also to contemporary models of party organisation in established democracies. The question of how political parties are, and ought to be, regulated has assumed an increased importance in recent years, both within the scholarly community and among policy-makers and politicians as the state assumes an increasingly active role in the management of, and control over, their behaviour and organisation This book concentrates on the regulation of political parties in the EU post-communist democracies, and on Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia and Romania, in particular. In analysing the various dimensions of party regulation, it builds on the main premises derived from the neo-institutionalist literature in political science, concerning the ways in which the (formal and informal) rules and procedures may influence, constrain or determine the behaviour of political actors. In doing so, it provides a comprehensive overview of the regulation of Eastern European political parties provided by leading experts in the field and casts theoretical and empirical light on the manner in which the constitutional and legal regulation of party organizations and finances have had an impact (or not) on the consolidation of party politics in post-communist Europe since 1989. Political parties are the fabric of democratic politics. In 1991 a new Russia emerged after seven decades of one-party dictatorship, claiming to be on the road towards democracy. In this volume the authors analyse the many contradictions, dilemmas, and paradoxes of reconstituting free party politics and democratic rule in a severely traumatized country. Frequently from a comparative perspective they deal with a range of topics, from the behaviour of the new parties in parliament, the role of ideology in cementing party organizations, to the character and prospects of the transient Russian party system.

Why do similar postcommunist states respond differently to refugees? Why do some states privilege certain refugee groups, while other states do not? This book presents a theory to account for this puzzle, and it centers on the role of the politics of nation-building and of the office of the UN High Commissioner for Refugees (UNHCR). A key finding of the book is that when the boundaries of a nation are contested (and thus there is no consensus on which group should receive preferential treatment in state policies), a political space for a receptive and nondiscriminatory refugee policy opens up. The book speaks to the broader questions of how nationalism matters after communism and under what conditions and through what mechanisms international actors can influence domestic polices. The analysis is based on extensive primary research the author conducted in four languages in the Czech Republic, Poland, Russia and Ukraine.

This book conducts a comparative analysis of political institutions and develops rigorous methods suitable for cross-national longitudinal analysis. An examination of political party systems in Estonia, Latvia, Lithuania, Russia, and Ukraine shows striking differences of degrees and dynamics of political institutionalization in the five nations.

The last decade of the 20th century saw radical changes in Eastern Europe and the former USSR. Most of these countries made a transition from totalitarianism or authoritarianism to democracy and from central planning to a market economy. Adding to the latter, a number of national entities gained their independence after the disintegration of the federative states of the USSR, Yugoslavia and Czechoslovakia. Many recent studies have focused on these double, in some cases triple transitions, and scholars from different fields analyzed the so-called "1989 Revolution" from different perspectives. Rather less scholarly attention has been paid to the future of post-communist constitutions and prospects for constitutionalism in these countries. The main questions dealt with throughout this study can be formulated as follows: Will liberal democratic constitutionalism take root in these countries? Will new constitutions in Eastern Europe and the former USSR perish or survive? This study also aims at contributing to the construction of a general constitutional theory by studying the causes and dynamics of constitutional change in general. Such constitutional change is not only on the East European, but also on the West European agenda. The purpose of this study is not to introduce a general theory about constitutional in/stability, but studying post-communist constitutions will help us to understand the causes and dynamics of constitutional change from a broader perspective.

With the upsurge of nationalist sentiment in post-communist societies, the problem of political rights for ethnic minorities became a dangerous flashpoint. The introduction of electoral competition, the rewriting of constitutions, the breakup of federations, the weakness of civic institutions, and the social and economic dislocations associated with marketization have all contributed to the salience of majority-minority relations. This collection systematically analyzes different models of minority politics in Eastern Europe, in an effort to understand why tensions are manageable in some contexts, uncontainable in others. Anchoring the volume are essays by Carlos Flores Juberias on electoral systems, and Janusz Bugajski on national minority parties. Six case studies examine the interaction of different types of institutional arrangements (which structure political participation) and different demographic conditions (ethnic balances and territorial concentrations) in Albania, Bulgaria, Croatia, Estonia, Latvia, and Romania. Framing these studies are overviews by the editors and by Jack Snyder.

With contributions from experts on democracy promotion, this volume examines civil society development and external civil society promotion in post-socialist Europe. It focuses on countries with a failed or deficient process of democratic consolidation looking at unintended consequences of external democracy promotion on civil society development.
