"The relationship between populism and democracy is a hotly debated topic. Some believe that populism is inherently bad for democracy because it is anti-pluralist and confrontational. Others argue that populism can reinvigorate worn-out democracies in need of an infusion of greater popular participation. This book advances this debate by examining the empirical relationship between populism in power and democracy in five Latin American countries. These cases reveal that populism in power does not always lead to the demise of democracy; rather, it does so only under certain varieties of populism. When populist chief executives are bent on using the state's repressive apparatus to subvert democracy, and enjoy significant public support, then it requires an extraordinary effort by both the opposition and the judiciary to contain their efforts at power aggrandizement. If they succeed in overcoming societal and institutional resistance, then an unconstrained variety of populism in power will materialize. The significant power asymmetry that this variety entails will lead to the demise of electoral democracy. If populist leaders are constrained by the judiciary and other institutional actors, then electoral democracy will be preserved, at least for a while. Of the five cases of populist presidents studied here, four were able to rule unconstrained, and only one the populist was contained. The book offers a theory to explain this divergent outcome. There is a recognizable pattern in the trajectory of populism in power, with one path leading to democratic erosion and another to democratic survival"--

Populist forces are becoming increasingly relevant across the world, and studies on populism have entered the mainstream of the political science discipline. However, so far no book has synthesized the ongoing debate on how to study the populist phenomenon. This book provides a comprehensive analysis of the impact of populism on the European democratic polity. In the last two decades, European democracies have come under strain amid growing populism. By asserting the superiority of the majority over the law, of direct democracy over representation, and claiming the necessity to defend national sovereignty against foreign interferences, the populist conception of democracy is in stark contrast with the longstanding Western notion of liberal democracy. This volume investigates populist attempts to radically change what Bobbio called the “rules of the game” of democracy from an eminently legal perspective. Weaving together normative and empirical analysis, the contributions focus on the institutions that have suffered the most from the rise of populism as well as those that have better resisted the populist tide. Special attention will be paid to the Venice Commission’s opinions and documents, as they represent the best European standards to evaluate the extent to which populism deviates from constitutional democracy requirements. The book also considers the responses of European States to the explosion of the COVID-19 pandemic. The COVID-19 pandemic has indeed been an accelerator of known and studied trends in most constitutional systems, such as the concentration of powers in the executive hands and the consequential loss of parliament's centrality. Various forms of populism across Europe have thus found an ideal breeding ground to implement their agenda of granting the executive broad regulatory and decision-making powers while loosening parliamentary and judicial checks. Against this backdrop, the book analyses how European democracies should adapt to the challenges posed by the pandemic, as this reflection can help respond to populist threats and propose a way forward for liberal democracy.

This book proposes a unified approach to populism that sees it as a primarily rhetorical concept. Populism is on the rise worldwide with both populist leaders and movements gaining power, and the term “populism” resounds in political debate, journalism, and scholarship. Populism as a phenomenon seems to instantiate perennial issues besetting rhetoric (e.g., the charges of manipulation, exclusive reliance on opinion over knowledge, and abuse of emotional appeals), yet relatively little research on populism has emerged from the discipline of rhetoric. This volume investigates the theory and practice of populism under the heading of rhetoric but as an interdisciplinary effort involving scholars in rhetoric as well as neighbouring disciplines such as political science and sociology. Seven case studies covering Germany, Greece, Hungary, Italy, UK, USA, and Venezuela offer conceptual discussions as well as close analyses applying both historical and theoretical approaches. In the introduction, the editors outline the problem of populism and their project, presenting the book’s wide-spanning case-based explorations. In an afterword they seek to distil a “minimal” rhetorical definition of populism. The claim or pretense to speak for “the people” emerges as the feature that connects the highly diverse instances studied in the book—and populisms in general, the editors hypothesize. They argue that this prevalent rhetorical move, often glossed over as unremarkable and banal, is in principle more debatable and deserving of more vigilant scrutiny than usually assumed.

This book investigates the ideological conditions inducing political actors to highlight corruption issues through valence campaigns. Using case studies and comparative analyses of party programmes, legislatives speeches and social media data, the author demonstrates that the more parties and/or candidates present a similar policy programme, the more they rely on valence campaigns. In other words, as the ideologies of parties have become increasingly similar over recent decades, the content of political competition has substantially shifted from policy to non-policy factors, such as corruption issues. These dynamics, and the ideological considerations underpinning them, also provide a novel perspective on recent phenomena in contemporary democracies, such as the growth of negative campaigning, as well as populist strategies based on anti-elite rhetoric. The book will appeal to students and scholars interested in political corruption, valence politics, populism and electoral campaigning.

And yet, amidst a backdrop of concerns about democratic back-sliding, the rise of populism, the role of algorithmic governance, moral barbarism, and post-truth politics - to mention just a few issues - a number of potentially far-reaching questions of accountability have been asked. It is for exactly this reason that this book explores the concept of accountability from a range of perspectives, crossing traditional disciplinary, thematic, and professional boundaries. It asks fresh questions about accountability and its place and importance in democratic societies. The book considers the questions raised by the shifting architecture of accountability. Whilst some scholars suggest that accountability processes have never been so effective -trumpeting the rise of monitory democracy with its dense array of watchdogs, sleaze-busters, auditors, legislative committees, statutory supports, and investigative mechanisms - others express concern about the risk of 'overloads', 'gaps', and 'traps'.
