In 1990, shortly after a Malaysian politician announced that the boundaries of Kinabalu Park, a primary tourist destination, were to be expanded to include the species-rich tropical forest known locally as Bukit Hempuen, most of the area was burned to the ground, allegedly by local people. What would motivate the people who had for generations hunted and gathered forest products there to act so destructively? In this volume, Amity Doolittle illuminates this and other contemporary land-use issues by examining how resources were used historically in Sabah from 1881 to 1996 and what customary rights of access to land and resources were enjoyed by local people. Drawing upon anthropology, political science, environmental history, and political ecology, she looks at how control over and access to resources have been defined, negotiated, and contested by colonial state agents, the postcolonial Malaysian state, and local people. The study is grounded in methodological and theoretical advances in the field of political ecology, merging the traditions of human ecology and political economy and looking at environmental conflicts in terms of the particulars of place, culture, and history. Doolittle assumes that environmental problems have causes that are complex and changing and that solutions must be specific to time and place. Using a political ecology perspective allows her to focus on the root causes of environmental degradation, exposing the underlying political, economic, and social forces at work. The challenge in the twenty-first century, she writes, is to move beyond blaming local people for resource degradation and to find ways to achieve equitable access to natural resources and more sustainable land use practices. Property and Politics in Sabah, Malaysia has great relevance to development studies, political ecology, environmental planning, anthropology, and legal studies in natural resource management.

Sabah's 2020 election was Malaysia's pandemic election. While attention has centred on the impact the election had on the increase of COVID-19, this collection brings together scholars, journalists and social scientists who were on the ground on Sabah to analyse what happened, why, and the broader implications of the outcome for Sabah and Malaysian politics. Since the 1960s, Southeast Asia's agricultural sector has experienced phenomenal growth, with increases in production linked to an energy-intensive capitalization of agriculture and the rapid development of agrifood systems and agribusiness. Agricultural intensification and territorial expansion have been key to this process, with expansion of areas under cultivation playing an unusually important role in the transformation of the countryside and livelihoods of its inhabitants. Borneo, with vast tracts of land not yet under crops, has been the epicenter of this expansion process, with rubber and oil palm acting as the spearhead. Indonesia's Kalimantan provinces and the Malaysian states of Sabah and Sarawak have all undergone major changes but the time frames have varied, as have the crops involved. Agricultural expansion in Borneo is both an economic and a political process, and it has brought about profound socio-economic transformations, including deforestation, and development of communication networks. There has also been rapid population growth, much faster than in either Indonesia or Malaysia as a whole, with attendant pressures on employment, housing and social services. Until the end of the 20th century, agricultural expansion in Indonesia and Malaysia was largely state driven, with the goal of poverty reduction. Subsequently, as in Borneo, boom crop expansion has been taken over by private corporations that are driven by profit maximization rather than poverty reduction.

Malaysia is one of the most intriguing countries in Asia in many respects. Using the case study of the Kadazan of Sabah, a region in the Malaysian section of Borneo, this book examines national, ethnic and local identities in post-colonial states. It shows the importance of the connection between lived experience and identity and belonging, and by doing so, provides a deeper and fuller explanation of the apparently contradictory conflict between different collective forms of identification and the way in which they are employed in reference to everyday situations. Based on ethnographic fieldwork and historical analysis, the book reconstructs the development of the cultural forms and labels associated with the collective identities it studies. The author employs an approach that sees collective identification as an expression of everyday practices and that stresses the importance of participation and familiarity between forms of identification and lived experience. In this context, he considers anthropological debates about state-minorities relations and issues of ‘dignity’ and ‘respect’. Explaining state-minority relations in Malaysia and more generally in other post-colonial realities, the insights presented are highly relevant to other cases of conflicting allegiances and identity politics in settings of post-colonial nation-building.

This book surveys the growth and development of Islam in Malaysia from the eleventh to the twenty-first century, investigating how Islam has shaped the social lives, languages, cultures and politics of both Muslims and non-Muslims in one of the most populous Muslim regions in the world. Khairudin Aljunied shows how Muslims in Malaysia built upon the legacy of their pre-Islamic past while benefiting from Islamic ideas, values, and networks to found flourishing states and societies that have played an influential role in a globalizing world. Domestic and international development strategies often focus on private ownership as a crucial anchor for long-term investment; the security of property rights provides a foundation for capitalist expansion. In recent years, Thailand's policies have been hailed as a prime example of how granting formal land rights to poor farmers in low-income countries can result in economic benefits. But the country provides a puzzle: Thailand faced major security threats from colonial powers in the nineteenth century and from communism in the twentieth century, yet only in the latter case did the government respond with pro-development tactics. In Land and Loyalty, Tomas Larsson argues that institutional underdevelopment may prove, under certain circumstances, a strategic advantage rather than a weakness and that external threats play an important role in shaping the development of property regimes. Security concerns, he find, often guide economic policy. The domestic legacies, legal and socioeconomic, resulting from state responses to the outside world shape and limit the strategies available to politicians. While Larsson’s extensive archival research findings are drawn from Thai sources, he situates the experiences of Thailand in comparative perspective by contrasting them with the trajectory of property rights in Japan, Burma, and the Philippines.
