This book examines the extent to which recent transformations of administrative systems and public management mechanisms in Central European (CE) countries serve the purpose of providing effective and efficient public institutions, high quality of public services, respect for the rule of law, and the citizens’ trust in the state. It details the reasons behind the major differences in the modernisation paths followed and their attendant inconsistencies and how, despite the adoption of values and solutions prevailing in the EU upon accession, these countries are shifting, to varying degrees, towards institutional design reminiscent of illiberal democracies. Taking a comparative approach and based on rich original data, it applies theoretical models to explain the nature and implications of the processes under consideration and identifies the determinants that impact upon the transformation of public administration systems and its consequences. This book will be of key interest to scholars and students of public governance, public administration and policy, East European studies, and more broadly politics, law, sociology but also economy.

Given the European Union s comprehensive influence over accession states in Central Europe, the full adoption of the acquis communautaire prior to enlargement seemed a guaranteed outcome. By studying EU rule adoption in Poland, Hungary and the Czech Republic, this book finds that successful legal alignment was in fact contingent on institutional reform within national core executives. Reinforcement of the core executive vis-à-vis ministerial departments ensured timely and accurate rule adoption, while a weak core executive resulted in uneven and incomplete legal change. Besides contributing to a better understanding of the dynamics of national adaptation during the Eastern enlargement, the book lays the foundations for explaining post-accession compliance in the new EU member states.

COVID-19, Public Management, and Survival of East European Democracies centers initially on the development of democracy in fourteen states of Eastern Europe, with an emphasis on the distinction between the seven Baltic and East Central European states in the north and the seven Balkan states in the south. Examination of key events of the political history of the two regions reveals that a participant political culture as the anchor of democracy was more developed in the north than in the south. Important measures of democracy as well as election results during the 2020-22 period of the COVID-19 outbreak demonstrate and reinforce the same distinctions between the two regions. Further, this detailed study of public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 also disclose that such problems characterized both regions but were more pronounced in the southern states. In addition, the rise of populism and authoritarianism injected severe challenges in the midst of administrative preoccupation with the many harmful effects of the virus.
