The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

A technical assistance mission from the IMF's Statistics Department visited Lao People's Democratic Republic during May 11-12, 2023, to support the authorities in continuing to improve the compilation and dissemination of public sector debt statistics (PSDS). The mission assisted the authorities to compile annual PSDS and also discussed the correct recording of Lao PDR's "arrears clearance bonds."

The International Monetary Fund’s (IMF’s) Statistics Department (STA) and Fiscal Affairs Department (FAD) provided technical assistance (TA) on government finance statistics (GFS) and public sector debt statistics (PSDS) to the Ministry of Finance (MOF) of the Arab Republic of Egypt during July 4–17, 2023. This was the first such mission since 2017 and the focus was on assisting the Egyptian MOF to identify the necessary processes and systems required to facilitate the production of high-quality fiscal statistics, compliant with the latest international statistical standards (as per the Government Finance Statistics Manual 2014) both with respect to coverage and presentation.

A diagnostic technical assistance mission from the IMF’s Statistics Department (STA) visited Seychelles during April 8-19, 2024, to support the authorities in improving the compilation and dissemination of government finance statistics (GFS) and public sector debt statistics (PSDS). The mission assisted the Ministry of Finance, National Planning and Trade, and the National Bureau of Statistics to broaden the institutional coverage of fiscal statistics through hands-on training and methodological guidance in deriving a draft public sector institutional table. The mission also supported the authorities in reviewing data sources, compilation, and dissemination practices for GFS and PSDS, as well as in streamlining working files for high frequency and annual fiscal statistics. This effort will help the authorities reduce statistical discrepancies and resume the submission of GFS data to STA.

Increasing public debt vulnerabilities in low-income developing countries (LIDCs) have heightened the need for fuller and more transparent accounting of public sector debt (PSD). The framework for reporting on public sector debt is sound. But there is room for LIDCs to further improve their compilation, reporting, and dissemination of public sector debt data in international databases and more broadly the public domain.

International Debt Statistics (IDS) 2014 is a continuation of the World Bank’s publications Global Development Finance, Volume II (1997 through 2009) and the earlier World Debt Tables (1973 through 1996). IDS 2014 provides statistical tables showing the external debt of 128 developing countries that report public and publicly guaranteed external debt to the World Bank’s Debtor Reporting System (DRS). It also includes tables of key debt ratios for individual reporting countries and the composition of external debt stocks and flows for individual reporting countries and regional and income groups along with some graphical presentations. IDS 2014 draws on a database maintained by the World Bank External Debt (WBXD) system. Longer time series and more detailed data are available from the World Bank open databases, which contain more than 200 time series indicators, covering the years 1970 to 2012 for most reporting countries, and pipeline data for scheduled debt service payments on existing commitments to 2019. International Debt Statistics 2014 is unique in its coverage of the important trends and issues fundamental to the financing of the developing world. This report is an indispensable resource for governments, economists, investors, financial consultants, academics, bankers, and the entire development community. In addition, International Debt Statistics will showcase the broader spectrum of debt data collected and compiled by the World Bank. These include the high frequency, quarterly external debt database (QEDS) and the quarterly public sector database (QPSD) developed in partnership with the International Monetary Fund and launched by the World Bank.

A technical assistance (TA) mission on Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) visited the city of Praia, Republic of Cabo Verde, from July 22 to August 2, 2019, with the aim of putting more and better-quality fiscal data —particularly on PSDS — in the hands of public decision makers. The mission was funded by the Data for Decisions (D4D) fund under module 1 on fiscal data including debt.

The External Debt Statistics: Guide for Compilers and Users (EDS Guide) contains updated global standards for the compilation, reporting, and analytical use of external debt statistics. The 2013 EDS Guide was prepared under the responsibility of the nine organizations in the Inter-Agency Task Force on Finance Statistics, in close consultation with national compilers of external debt, balance of payments, and international investment position statistics, and reflects the significant developments in international finance since the issuance of the 2003 EDS Guide. The new edition provides guidance on the concepts, definitions, and classifications of external debt data; the sources and techniques for compiling these data; and the analytical uses of these data.

The World Bank's annual report on the external debt of developing countries includes comprehensive data for 128 developing countries, as well as summary data for regions and income groups.

This paper examines the linkages between key macroeconomic statistics: external debt, balance of payments, government finance, and monetary statistics, which enable analysts and policy makers to monitor economic developments. The paper reviews statistical compilation issues and concludes that, while considerable progress has been made in recent years to account for external debt and related flows, further progress must be made. It makes recommendations, such as improved communication among compilers of related statistics, that may help compilers to achieve greater consistency between statistics concerned and thereby enhancing their usefulness for analysts and policy makers. The need for increased resources to develop statistical systems is also recognized.
