This book explores contemporary civil-military relations in the United States. Much of the canonical literature on civil-military relations was either written during or references the Cold War, while other major research focuses on the post-Cold War era, or the first decade of the twenty-first century. A great deal has changed since then. This book considers the implications for civil-military relations of many of these changes. Specifically, it focuses on factors such as breakdowns in democratic and civil-military norms and conventions; intensifying partisanship and deepening political divisions in American society; as well as new technology and the evolving character of armed conflict. Chapters are organized around the principal actors in civil-military relations, and the book includes sections on the military, civilian leadership, and the public. It explores the roles and obligations of each. The book also examines how changes in contemporary armed conflict influence civil-military relations. Chapters in this section examine the cyber domain, grey zone operations, asymmetric warfare and emerging technology. The book thus brings the study of civil-military relations into the contemporary era, in which new geopolitical realities and the changing character of armed conflict combine with domestic political tensions to test, if not potentially redefine, those relations.

Challenging several longstanding notions about the American way of war, this book examines US strategic and operational practice from 1775 to 2014. It surveys all major US wars from the War of Independence to the campaigns in Iraq and Afghanistan, as well as most smaller US conflicts to determine what patterns, if any, existed in American uses of force. Contrary to many popular sentiments, Echevarria finds that the American way of war is not astrategic, apolitical, or defined by the use of overwhelming force. Instead, the American way of war was driven more by political considerations than military ones, and the amount of force employed was rarely overwhelming or decisive. As a scholar of Clausewitz, Echevarria borrows explicitly from the Prussian to describe the American way of war not only as an extension of US policy by other means, but also the continuation of US politics by those means. The book’s focus on strategic and operational practice closes the gap between critiques of American strategic thinking and analyses of US campaigns. Echevarria discovers that most conceptions of American strategic culture fail to hold up to scrutiny, and that US operational practice has been closer to military science than to military art. This volume investigates how four socially constructed identities (race, gender, class and caste) can be rethought as matrices designed to accumulate various kinds of socio-economic values and to translate and transfer these values from one group to another. Essays in the anthology also attempt to compare the mechanisms deployed by various groups to consolidate identificatory investments. Drawn mainly for the fields of literary and cultural studies, the essays are grouped in four categories. Essays collected under ‘Theoretical Approaches’ scrutinize the relative value of various approaches; those collected under ‘Considerations of Race, Gender, and Sexual Orientation’ examine the interaction between these three categories in formation of identities; those grouped under ‘Comparative Analysis of African-American and Dalit Writing’ provide comparative analyses of the literary productions of these two oppressed groups; and, finally, those under ‘The Persistence of Racialized Perceptions’ focus on the role of ideologically inflected perception of European colonizers and the persistence of such perception in the categorization and treatment of colonial migrants to the metropolis.

Regions connect and divide us even as global economies, weather, and germs batter us. Historians, literary scholars, and social scientists use region to ground and challenge ideas about national belonging. In Reconsidering Regions in an Era of New Nationalism Alexander Finkelstein and Anne F. Hyde have assembled leading scholars of regionalism to discuss the relationship of region to nation. The contributors explore how historical forces have changed regional associations and how regional associations have changed culture and history.
