In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-H�¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

Post-conflict Liberia has been subjected to extensive international state-building, at some point hosting the largest and one of the longest UN peacekeeping missions in the world, and inflow of aid that exceeds in multiples the GDP. In order to understand the international state-building efforts in Liberia, it is pertinent to reflect them against the extractive and predatory nature of the Liberian republic, and the central role natural resources exploitation and plantations have played in accommodating transnational interest in the country’s abundant natural resources and fertile land. This book focuses on the political economy of Liberian state-building, and in particular the question of the governance of natural resources. By combining a historical perspective and ethnographic knowledge, the author examines a number of interrelated questions: How was access to the state distributed in Liberian state-building? How are those to be governed and their representation included in political economic decision making, and more particularly, in decisions over natural resources governance? This book will be of interest to students and scholars of state-building, international development, African political science and political economy.

A combination of poor planning, weak oversight and greed cheated U.S. taxpayers and undermined American forces in Iraq and Afghanistan. U.S. taxpayers have paid nearly $51 billion for projects in Iraq, including training the Iraqi army and police and rebuilding Iraq's oil, electric, justice, health and transportation sectors. Many of the projects did not succeed, partly because of violence in Iraq and friction between U.S. officials in Washington and Iraqi officials in Baghdad. The U.S. gov¿t. "was neither prepared for nor able to respond quickly to the ever-changing demands" of stabilizing Iraq and then rebuilding it. Between 1991 and 2002, Sierra Leone was wracked by a devastating civil war and the complete collapse of state institutions. Since then, however, the UK’s contribution to post-war reconstruction has been widely held up as an example of successful stabilisation and state-building – particularly of the country’s security and justice institutions. Securing Sierra Leone, 1997–2013 examines how the process of state-building through security-sector reform developed in Sierra Leone, and the impact of this experience on international conceptualisations of such reform as well as on international interventions more broadly. The study is the most detailed of its kind, based on a comprehensive analysis of UK engagement in Sierra Leone between 1997 and 2013, including a host of first-hand accounts from key local and international actors. This monograph shows why the UK intervention in Sierra Leone has been a relative success. However, it also questions the sustainability of state-building efforts that are driven by concepts of the liberal state. In Sierra Leone, critical challenges remain, not least in the combination of a particular vision of what a state should look like and the unrealistic expectations of progress on the part of the international community.

State Building Post-conflict related efforts by the international community towards state (re)building and reconstruction of society and economy have become a more or less regular feature of international affairs since the early 1990s. It seems that the demand for such international efforts is rather rising than diminishing. All have in common that the establishment of sound state structures and liveable economies in a given state are considered by a sizeable and powerful group of states as something that is furthering international peace and stability. The purpose of this book is to address the strategic and policy dimensions of these international state building and reconstruction efforts. The chapters take up issues relating to the economic, security-related and institutional aspects. The authors strike a balance and attempt to formulate recommendations.
