At the height of the Cultural Revolution and the Cold War in 1971, the historian Joseph Levenson made the astute observation that China used to be cosmopolitan on account of Confucianism. At that time, the notion of China, much less Confucianism, as somehow being cosmopolitan may have surprised many of his readers, especially because so many conventional ideas about China-ranging from its "kith and kin" social structure to its purportedly eternal and monolithic state structure-seem to reflect a society that was the very antithesis of cosmopolitanism. Indeed, even now, or perhaps even more so now on account of growing Chinese nationalism, Han chauvinism, and global fears of a rising China, the idea of Chinese cosmopolitanism may strike many as ill conceived.Levenson, as with so much of his scholarship, was clearly on to something important. In fact, in the current academic climate it seems almost irresponsible not to address this. This book is therefore a much-needed pioneering attempt to explore the implications and possibilities of Levenson's potent observation regarding China in relation to the growing scholarship on cosmopolitanism around the world. It is an important intervention in both the current scholarship on modern China and the scholarship on cosmopolitanism in its global articulations.

While scholarship on migration has been thriving for decades, little attention has been paid to professionals from Europe and America who move temporarily to destinations beyond ‘the West’. Such migrants are marginalised and depoliticised by debates on immigration policy, and thus there is an urgent need to develop nuanced understanding of these more privileged movements. In many ways, these are the modern-day equivalents of colonial settlers and expatriates, yet the continuities in their migration practices have rarely been considered. The New Expatriates advances our understanding of contemporary mobile professionals by engaging with postcolonial theories of race, culture and identity. The volume brings together authors and research from across a wide range of disciplines, seeking to evaluate the significance of the past in shaping contemporary expatriate mobilities and highlighting postcolonial continuities in relation to people, practices and imaginations. Acknowledging the resonances across a range of geographical sites in Asia, Africa, and the Middle East, the chapters consider the particularity of postcolonial contexts, while enabling comparative perspectives. A focus on race and culture is often obscured by assumptions about class, occupation and skill, but this volume explicitly examines the way in which whiteness and imperial relationships continue to shape the migration experiences of Euro-American skilled migrants as they seek out new places to live and work. Cosmopolitan Political Thought asks the question of what it might mean for the very practices of political theorizing to be cosmopolitan. It suggests that such a vision of political theory is intimately linked to methodological questions about what is commonly called comparative political theory--namely, the turn beyond ideas and modes of inquiry determined by traditional Western scholarship. It is therefore an argument for applying the idea of cosmopolitanism--understood in a particular way--to the discipline of political theory itself. As Farah Godrej argues, there are four crucial components of this cosmopolitan intervention: the texts under analysis, the methods for interpreting non-Western texts and ideas, the application of these ideas across geographical and cultural boundaries, and the deconstruction of Eurocentrism. In order to be genuinely cosmopolitan, Godrej states, political theorists must reflect on their perspectives inside and outside various traditions and immerse themselves in foreign ideas, languages, histories, and cultures--ultimately relocating themselves within their disciplinary homes. The result will be a serious challenge to accepted solutions to political life.
