Social exclusion and inclusion remain issues of fundamental importance to democracy. Both exclusion and inclusion relate to the access to participation in the public realm, public goods and services for certain groups of people who are minorities, marginalized and deprived. Democratization has led to the inclusion of the previously excluded in the political process. While the problems of exclusion remain even in advanced Western countries in respect of the minorities of sorts, and the underprivileged, the problem of deep-rooted social and cultural exclusions is acute in post-colonial countries, including India. This book looks at slums and social exclusion in the four major megacities of India and Brazil, and analyzes the interrelationships between urban policies and housing and environmental issues. In Delhi, Mumbai, Rio de Janeiro and São Paulo, the challenges they pose have spurred public actors into action through housing, rehabilitation and conservation programs, not to mention civil society and the inhabitants themselves. On the other hand, one must wonder whether these challenges were partly created by the deficiencies of these very public actors and civil society, be it their lack of intervention (as advocates of government intervention would argue), or the flaws and inadequacies of their actions (as supporters of the free market would suggest). Are policies alleviating or aggravating social exclusion? This book explores these questions and more.

Global processes have an increasing influence on local contexts and the nature and distribution of opportunities among populations across the globe. While capital and population mobility, advances in information and communications technology, and economic liberalization have fostered economic development, industrialization, and wealth for some, they have also engendered growing inequalities in income, prosperity, well-being, and access. Those left behind by these global transformations often experience not only material deprivation, but broader dislocation from the contexts, institutions, and capabilities that provide access to social and economic opportunity. The concept of "social exclusion" has been widely adopted to describe the conditions of economic, social, political, and/or cultural marginalization experienced by particular groups of people due to extreme poverty, discrimination, dislocation, and disenfranchisement. This book explores the dynamics of social exclusion within the context of globalization across four countries--China, India, South Korea, and the United States. In particular, it examines how social exclusion is defined, manifested, and responded to with regard to diverse social arenas and processes, varying mechanisms and scales, and a range of impacted populations. The complete alienation of Dalits from resources like land, water, and agricultural implements has led to the collective demand for an equal share in productivity. This book discusses the range of socio-economic and cultural problems faced by the Dalit community. The movement advancing the rights of Dalits took place both before and after independence, however they varied in intensity, and concerned land ownership and fair wages, self-respect, social dignity, and the demand for equal rights. This movement appeared to have significantly changed the very mindset and attitude of upper caste people to restrain themselves and not to resort to any discrimination or humiliation of Dalits. However, this seems to have been only a temporary phenomenon, and the practice of suppression and humiliation continues today. This book explores the circumstances of Dalits in the Indian state of Andhra Pradesh, and the current efforts attempting to achieve more social equality for the caste here.
