Since the 1990s, and increasingly so, European welfare states have been undergoing fundamental change. The analysis presented in this book shows that these changes may be interpreted as a paradigmatic shift of European societies, since fundamental concepts, principles and societal effects of welfare institutions have been redefined, reset and rearranged. Given contemporary institutional, economic, social and cultural changes, current post-industrial forms of welfare states are characterised by a very different logic than that which prevailed some 30 years ago. This logic, while being ambivalent in certain areas, brings about highly modified societies. This book provides an understanding and identification of different facets of this paradigmatic shift, in order to contribute to the bigger picture of welfare state and societal change. Rather than referring to persisting differences in welfare state regimes, which are in parts identified here also, it directs its attention towards new and cross-country and cross-regime developments and tensions. The interpretations of welfare state change found in other studies, thereby, are enhanced in original ways. The theoretically-based empirical analysis of welfare state change departs from the generally accepted insight that mature democratic welfare states depend on social cohesion. The central question of this study, therefore, is how emancipatory past and present welfare state regulations are. The results show that the mechanisms, visibility and lines of social inequality differ significantly after three decades of partly fundamental reforms characterized by marketization, fragmentation and equalisation of welfare provision.

In the greatest social change of the last twenty years about half of Europe’s young people now attend university. Their lived experiences are however largely undocumented. Antonucci travelled across six cities and three European countries – England, Italy and Sweden – to provide the first ever comparison of the lives of university students across countries and socio-economic backgrounds. Contrasting students’ resources and backgrounds, this original work exposes the profound social effects of austerity and the financial crisis on young people. Questionnaires and first person interviews reveal that, in contrast with what assumed by HE policies, participating in university exacerbates inequalities among young people. Social Justice is a concept familiar to most Indians but one whose meaning is not always understood as it signifies a variety of government strategies designed to enhance opportunities for underprivileged groups. By tracing the trajectory of social justice from the colonial period to the present, this book examines how it informs ideas, practices and debates on discrimination and disadvantage today. After outlining the historical context for reservations for scheduled castes and scheduled tribes that began under British colonial rule, the book examines the legal and moral strands of demands raised by newer groups since 1990. In addition the book shows how the development of quota policies has been significantly influenced by the nature and operation of democracy in India. It describes the recent proliferation of quota demands for reservations in higher education, private sector and for women and religious minorities in legislative assemblies. The book goes on to argue that while proliferation of demands address unequal incidence of poverty, deprivation and inequalities across social groups and communities, care has to be taken to ensure that existing justifications for quotas for discriminated groups due to caste hierarchies are not undermined. Providing a rich historical background to the subject, the book is a useful contribution to the study on the evolution of multiple conceptions of social justice in contemporary India.

Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories.
