BOOK EXCERPT:
Why do some militaries support and others thwart transitions to democracy? After the Arab Spring revolutions, why did Egypt's military stage a coup to end the transition? Conversely, why did Tunisia's military initially support the transition, only to later facilitate the elected president's dismantling of democracy? In Soldiers of Democracy? Military Legacies and the Arab Spring, Sharan Grewal argues that a military's behavior under democracy is shaped by how it had been treated under autocracy. Autocrats who had empowered their militaries produce soldiers who will repress protests and stage coups to preserve their privileges. Meanwhile, autocrats who had marginalized their militaries produce soldiers who support democratization, but who are also more susceptible to incumbent takeovers and civil wars. The dictator's choice to either empower or marginalize the military thus creates legacies that shape both the likelihood of democratization and the forms by which it breaks down. Drawing on over 140 interviews with civilian and military leaders, and three surveys of military personnel, this scholarly volume illustrates this theory through detailed case studies of Egypt and Tunisia. Grewal also probes the generalizability of the theory through a cross-national analysis of all countries between 1946-2010. Overall, he brings the military front and center to the study of democratic transition and consolidation.

BOOK EXCERPT:
Since Pakistan gained independence in 1947, only once has an elected government completed its tenure and peacefully transferred power to another elected government. In sharp contrast to neighboring India, the Muslim nation has been ruled by its military for over three decades. Even when they were not directly in control of the government, the armed forces maintained a firm grip on national politics. How the military became Pakistan’s foremost power elite and what its unchecked authority means for the future of this nuclear-armed nation are among the crucial questions Aqil Shah takes up in The Army and Democracy. Pakistan’s and India’s armies inherited their organization, training, and doctrines from their British predecessor, along with an ethic that regarded politics as outside the military domain. But Pakistan’s weak national solidarity, exacerbated by a mentality that saw war with India looming around every corner, empowered the military to take national security and ultimately government into its own hands. As the military’s habit of disrupting the natural course of politics gained strength over time, it arrested the development of democratic institutions. Based on archival materials, internal military documents, and over 100 interviews with politicians, civil servants, and Pakistani officers, including four service chiefs and three heads of the clandestine Inter-Services Intelligence, The Army and Democracy provides insight into the military’s contentious relationship with Pakistan’s civilian government. Shah identifies steps for reforming Pakistan’s armed forces and reducing its interference in politics, and sees lessons for fragile democracies striving to bring the military under civilian control.

BOOK EXCERPT:
The idea of a state religion is seldom connected to religious freedom and liberal, modern, and democratic states. However, such a situation existed in Norway until 2012, when the Lutheran Church was the state church of Norway. A large majority of the population belonged to the church, even though the percentage in 2013 had fallen to well over seventy-five. The relationship between the church and minority religious movements demanded adaptation and compromises from the minority churches. The Salvation Army's enculturation and accommodation during its 128-year history in Norway illustrates such a situation. The book examines how The Salvation Army accommodated itself both doctrinally as well as practically to the situation of a dominant state church. The study reveals such a close affiliation of Salvationists to the Norwegian Church as a state institution, that it raises the question of whether a concept of civil religion was implicitly present in Salvationists' view of the state church and their own adherence to the church. This situation also raises the question of what constitutes a real church. The book indicates the tension between Lutheran and Salvationist ecclesiology as well as the influence from the Lutheran Church.

BOOK EXCERPT:
At the end of Febraury 1917 the tsarist government of Russia collapsed in a whirlwind of demonstrations by the workers and soldier of Petrograd. Ziva Galili tells how the moderate socialists, or Mensheviks, then attempted to prevent the conflicts between the newly formed liberal Provisional Government (the "bourgeois" camp) and the Petrograd Soviet (the "democractic" camp) from escalating into civil war--and how, in October of that same year, they finally failed. Placing narrative history in a broad social and political context, she creates an absorbing study of idealists who tried in vain to reflect as well as to contain the unfolding revolutionary process. Galili focuses on the Menshevik Revolutionary Defensists who became the leaders of the Petrograd Soviet and of the all-Russian network of soviets. She examines Menshevik political strategy as well as the three-way interaction between Mnesheviks (both in the Soviet and the Provisional Government), workers, and indsutrialists. She emphasizes the perpceptual and interactive aspects of the analysis of revolutions: the relations between social realities, perceptions of realities, and the formulation of political strategies; the roles of rhetorics and societal conflict in shaping social identities; and the impact of political authority and state institutions on the terms of social interaction. Ziva Galili is Associate Professor of History at Rutgers University. She is coeditor and annotator of The Making of Three Russian Revolutionsaries: Voice from the Menshevik Past (Cambridge). Studies of the Harriman Institute, Columbia University. Originally published in 1989.
