This book explores the new debates on Basque sovereignty and statehood that have emerged in the post-violence Basque political scenario. It deciphers how sovereignty is understood or imagined by a revitalized civil society after the unilateral cessation of operations by ETA (Basque Homeland and Freedom). The contributors to this book investigate the new political field developing in the nexus between conventional party politics, established socio-cultural and linguistic organizations, creative civil society initiatives, and innovative activism. This book is for graduate students, scholars and professionals in political science, social anthropology, European studies, political philosophy, transnational studies, sociology, political geography, and global studies. This book explores how actors practise sovereignty as a force in a multiscalar context. Among the various power structures that perform sovereignty, such as the head of state, a legislative body, or the military, one aspect is clear: the practice of sovereignty relies upon people at multiple levels - better portrayed as scales - of authority. This book focuses on actors – the people who bring sovereignty to life, who imbue it with meaning, and who are ultimately responsible for its practice. With that perspective, the volume interprets various case studies, such as Russian approaches to sovereignty in its leadership and Central Bank, Scottish parties' discourses, and NATO command structures. Beyond those contexts, the work also examines Chinese digital platforms, criminal gangs in Latin America, Polish and Czech nationalist movements, want-to-be states in Kurdistan-Iraq and Abkhazia, and Polish video games – together, these examples demonstrate how actors practise sovereignty in unity with, but also in place of, the state. As proof of concept, the authors further examine how they, as researchers, also qualify as practitioners of sovereignty. In a concluding three-chapter section, they reflexively explore how research methods and disciplines of study actively shape sovereignty and how the latter defines the outer limits of scholarly research. This book will be of interest to students of statehood, sovereignty, discourse analysis, history, political science, sociology, and international relations.

Many ongoing conflicts throughout the world can be characterised as sovereignty conflicts in which two States claim exclusive sovereign rights for different reasons over the same piece of land. Drawing on the work of John Rawls this book considers how distributive justice theories can be in tune with the concept of sovereignty and explores the possibility of a solution for sovereignty conflicts based on Rawlsian methodology. Jorge E. Núñez explores a solution of egalitarian shared sovereignty, evaluating what sorts of institutions and arrangements could, and would, best realise shared sovereignty, and how it might be applied to territory, population, government and law.

Sovereignty is a significant force regarding the ownership, use, protection and management of natural resources. By placing an emphasis on the complex intertwined relationship between natural resources and diverse claims to resource sovereignty, this book reveals the backstory of contemporary resource contestations in Latin America and their positioning within a more extensive history of extraction in the region. Hybrid forms of governance – where the central state authority does not possess a monopoly of violence and fails to exercise control – are not only an epiphenomena, but a reality likely to persist. This book explores this phenomenon drawing on examples from the Middle East and Africa. It considers the different sorts of actors – state and non-state, public and private, national and transnational – which possess power, examines the dynamics of the relationships between central authorities and other actors, and reviews the varying outcomes. The book provides an alternative view of the way in which governance has been constructed and lived, puts forward a conceptualisation of various forms of governance which have hitherto been regarded as exceptions, and argues for such forms of governance to be regarded as part of the norm.

Based on long-term ethnographic fieldwork at the Caribbean Court of Justice, A Region among States explores the possibility of constituting a region on a geopolitical and ideological terrain dominated by the nation-state. How is it that a great swath of the independent, English-speaking Caribbean continues to accept the judicial oversight of their former colonizer via the British institution of the Privy Council? And what possibilities might the CCJ--a judicial institution responsive to the region, not any single nation--offer for untangling sovereignty and regionhood, law and modernity, and postcolonial Caribbean identity? Joining the CCJ as an intern, Lee Cabatingan studied the work of the Court up close: she attended each court hearing and numerous staff meetings, served on committees, assisted with the organization of conferences, and helped to prepare speeches and presentations for the judges. She now offers insight into not only how the Court positions itself vis-à-vis the Caribbean region and the world, but also whether the Court--and, perhaps, the region itself as an overarching construct--might ever achieve a real measure of popular success. In their quest for an accepting, eager constituency, the Court is undertaking a project of extra-judicial region-building that borrows from the toolbox of the nation-state. In each chapter, Cabatingan takes us into an analytical dimension familiar from studies of nation and state-building--myth, territory, people, language, and brand--to help us understand not only the Court and its ambitions, but also the regionalist project, beset as it is with false starts and disappointments, as a potential alternative to the sovereign state.

Fires of Gold is a powerful ethnography of the often shrouded cultural, legal, political, and spiritual forces governing the gold mining industry in Ghana, one of Africa’s most celebrated democracies. Lauren Coyle Rosen argues that significant sources of power have arisen outside of the formal legal system to police, adjudicate, and navigate conflict in this theater of violence, destruction, and rebirth. These authorities, or shadow sovereigns, include the transnational mining company, collectivized artisanal miners, civil society advocacy groups, and significant religious figures and spiritual forces from African, Islamic, and Christian traditions. Often more salient than official bodies of government, the shadow sovereigns reveal a reconstitution of sovereign power—one that, in many ways, is generated by hidden dimensions of the legal system. Coyle Rosen also contends that spiritual forces are central in anchoring and animating shadow sovereigns as well as key forms of legal authority, economic value, and political contestation. This innovative book illuminates how the crucible of gold, itself governed by spirits, serves as a critical site for embodied struggles over the realignment of the classical philosophical triad: the city, the soul, and the sacred.

Sovereign Attachments rethinks sovereignty by moving it out of the exclusive domain of geopolitics and legality and into cultural, religious, and gender studies. Through a close reading of a stunning array of cultural texts produced by the Pakistani state and the Pakistan-based Taliban, Shenila Khoja-Moolji theorizes sovereignty as an ongoing attachment that is negotiated in public culture. Both the state and the Taliban recruit publics into relationships of trust, protection, and fraternity by summoning models of Islamic masculinity, mobilizing kinship metaphors, and marshalling affect. In particular, masculinity and Muslimness emerge as salient performances through which sovereign attachments are harnessed. The book shifts the discussion of sovereignty away from questions about absolute dominance to ones about shared repertoires, entanglements, and co-constitution.

This book provokes fresh ways of thinking about small developing States within the transnational legal order for combating money laundering and the financing of terrorism and proliferation (TAMLO). From the global wars on drugs and terror to journalistic exposés such as the ‘Paradise’, ‘Panama’ and ‘Pandora’ Papers, the Commonwealth Caribbean has been discursively stigmatised as a mythical island paradise of ‘rogue’ States. Not infrequently, their exercise of regulatory self-determination has been presented as the selling of their economic sovereignty to facilitate shady business deals and illicit finance from high-net-worth individuals, kleptocrats, tax-dodgers, organised crime networks and terrorist financiers. This book challenges conventional wisdom that Commonwealth Caribbean States are among the ‘weakest links’ within the global ecosystem to counter illicit finance. It achieves this by unmasking latent interests, and problematising coercive extraterritorial regulatory and surveillance practices, along the onshore/offshore and Global North/South axes. Interdisciplinary in its outlook, the book will appeal to policymakers, regulatory and supervisory authorities, academics and students concerned with better understanding legal and development policy issues related to risk-based regulatory governance of illicit finance. The book also provides an interesting exposition of substantive legal and policy issues arising from money laundering related to corruption and politically exposed persons, offshore finance, and offshore Internet gambling services.
