Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.

Violence in election campaigns is common across the African continent and beyond. According to some estimations, most African elections contain some degree of violence and most of this violence happens before elections, during the campaign. While campaign violence is a common problem, it affects citizens differently across localities. When violence and intimidation become an integral part of election campaigns in a locality, they become tools of sub-national authoritarianism that may effectively dismantle local democracy. This book focuses on the political geography of election violence in Africa, building on one important observation: elections in many African countries are highly regional and the support for political parties are rarely nationalized. Wahman argues that in such environments, campaign violence becomes an important tool used by parties to control and regulate access to space. Building on a wealth of data and extensive fieldwork in Zambia and Malawi, the author uses a combination of electoral geography analysis, constituency-level election violence data collected from local election monitors, focus group interviews, archival material, and individual-level survey data to show how campaign violence in both countries is used as a territorial tool, predominantly within party strongholds. This book offers the first comparative monograph on the management of elections. The book defines electoral management as a new, inter-disciplinary area and advances a realist sociological approach to study it. A series of new, original frameworks are introduced, including the PROSeS framework, which can be used by academics and practitioners around the world to evaluate electoral management quality. A networked governance approach is also introduced to understand the full range of collaborative actors involved in delivering elections, including civil society and the international community. Finally, the book evaluates some of the policy instruments used to improve the integrity of elections, including voter registration reform, training and the funding of elections. This book explores why, how, and under what conditions a single-party regime uses formal democratic institutions to strengthen its rule. Zhongyuan Wang challenges the traditional perceptions that the Chinese congress acts either as mere window dressing or as an immediate catalyst for democratization. He argues that managed elections and mobilized representation are two strategic cards of China’s one-party regime. By downplaying input electoral competition but promoting output congressional representation, the Chinese Communist Party has been committed to remodeling its unique brand of “socialist democracy” as an alternative to liberal democracy. Such a model of democracy with Chinese characteristics features the “Leninist trinity” of the Party’s leadership, the rule of law, and people’s sovereignty, as well as a new form of mobilized representation that relies heavily on non-electoral accountability from the top down. Remodeling democracy enables China’s one-party regime to enhance its resilience and consolidate and sustain its rule.

This comprehensive volume brings together a diverse set of scholars to analyse candidate nomination, intra-party democracy, and election violence in Africa. Through a combination of comparative studies and country-specific case studies spanning much of Sub-Saharan Africa, including Kenya, Zambia, and South Africa, the authors shed light on violence during candidate nomination processes within political parties. A dictator's power is secure, the authors begin in this muscular, impressive study, only as long as citizens believe in it. When citizens suddenly believe otherwise, a dictator's power is anything but, as the Soviet Union's collapse revealed. This conviction – that power rests ultimately on citizens' beliefs – compels the world's autocrats to invest in sophisticated propaganda. This study draws on the first global data set of autocratic propaganda, encompassing nearly eight million newspaper articles from fifty-nine countries in six languages. The authors document dramatic variation in propaganda across autocracies: in coverage of the regime and its opponents, in narratives about domestic and international life, in the threats of violence issued to citizens, and in the domestic events that shape it. The book explains why Russian President Vladimir uses Donald Trump as a propaganda tool and why Chinese state propaganda is more effusive than any point since the Cultural Revolution.

Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. How violent events and autocratic parties trigger democratic change How do democracies emerge? Shock to the System presents a novel theory of democratization that focuses on how events like coups, wars, and elections disrupt autocratic regimes and trigger democratic change. Employing the broadest qualitative and quantitative analyses of democratization to date, Michael Miller demonstrates that more than nine in ten transitions since 1800 occur in one of two ways: countries democratize following a major violent shock or an established ruling party democratizes through elections and regains power within democracy. This framework fundamentally reorients theories on democratization by showing that violent upheavals and the preservation of autocrats in power—events typically viewed as antithetical to democracy—are in fact central to its foundation. Through in-depth examinations of 139 democratic transitions, Miller shows how democratization frequently follows both domestic shocks (coups, civil wars, and assassinations) and international shocks (defeat in war and withdrawal of an autocratic hegemon) due to autocratic insecurity and openings for opposition actors. He also shows how transitions guided by ruling parties spring from their electoral confidence in democracy. Both contexts limit the power autocrats sacrifice by accepting democratization, smoothing along the transition. Miller provides new insights into democratization’s predictors, the limited gains from events like the Arab Spring, the best routes to democratization for long-term stability, and the future of global democracy.
