Why centrist politics in France is bound to fail This book analyses the French political crisis, which has entered its most acute phase in more than thirty years with the break-up of traditional left and right social blocs. Governing parties have distanced themselves from the working classes, leaving behind on the one hand, craftsmen, shop owners and small entrepreneurs disappointed by the timidity of the reforms of the neoliberal right and, on the other hand, workers and employees hostile to the neoliberal and pro-European integration orientation of the Socialist Party. The Presidency of François Hollande was less an anomaly than the definitive failure of attempts to reconcile the social base of the left with the so-called "modernisation" of the French model. The project, based on the pursuit of neoliberal reforms, did not die with Hollande's failure; it was taken up and radicalised by his successor, Emmanuel Macron. This project needs a social base, the 'bourgeois bloc", designed to overcome the right/left divide by a new alliance between the middle and upper classes. But this, as we have seen recently on the streets of Paris and elsewhere, is a precarious process.

The 2008 financial crisis and the COVID-19 pandemic have made the authorities to increasingly turn inward and use ethnocentrism, protectionism, and top-down approaches to guide policy on trade, competition, and industrial development. The continuing aftereffects of such policies range from the rise and seeming success of authoritarian states, rise of populist and protectionist trends, and evolving academic agendas inspiring the reemergence of top-down industrial policies across the world. It is no secret that the majority of complex business arrangements fail to achieve their objectives in the long run. Structured as "transactions" or "deals," the contract parties become hostage to fixed performance-based models and change order processes that drive adversarial behaviour, and limit innovation and industrial benefit, which further widen the contract divide. It is time for stakeholders to begin working together to establish and manage "insight-based adaptive relationships" that foster innovation, create change and enable evolution. These relationships must be built on respect, alignment, mutuality, transparency and joint governance. It is also time for policy and procurement regimes to recognize and support the "relationship" as the pivotal point at which delivery and performance are conducted, measured and evolved.

This book provides a fresh perspective on the debate over the role of the state in East Asia’s development history. Comparing the post-war development policies of Singapore and Hong Kong, it argues that their strong economic performances preceded and persisted despite, not because of, developmental state policies. While both nations are not pure free markets, the Hong Kong economy comes closer to that ideal and exhibited clear advantages over state-driven Singapore, in terms of greater levels of indigenous entrepreneurship, productivity and innovation.
