This book looks at the relationship between religion and state in Tanzania as a feature of the Tanzanian social scene, from pre-colonial/colonial times to post-colonial times. It examines the changes in the character of religion and state relations, especially after independence, and the way these changes are experienced in different communities - particularly by African traditionalists, Muslims, and Christians. The book studies the nature of the relationship between religion and state, the way it is conceptualized and experienced, and the implications for the democratic aspirations of pluralist Tanzania. This book investigates the effects of the 1999 Tanzanian land legislation on customary land tenure, particularly that of pastoralists. It is an original, empirical and theoretical critical study of the laws and their implementation in securing land tenure of customary landholders in the face of the changing social-political structures, and as such constitutes a contribution to the current debate about the future of customary landholders in the reformed Tanzanian economy. Among issues that receive particular attention in this study are: the development of pastoral land tenure, the main features of the new land laws, introduced land schemes for pastoralists, land dispute mechanisms, the certification of village lands, investments on village land, the inclusion of unused or unoccupied village lands into the category of general land, women's land rights and villager participation in the administration and management of village lands.

Poverty and destitution continue to be pervasive in development. Recent surveys have revealed that in Tanzania, over fifty percent of the population still live in poverty and about one-tenth of the households are severely undernourished. In response to the world-wide growing concerns about poverty and since sustainable poverty reduction continues to be one of Tanzania's major development goals, a long term research programme in Tanzania is proposed. A workshop, as a first step, was held in 1994, intended to establish consensus over the selected theme and sub-themes and to discuss and establish a broad-based but focused research agenda. The seven papers from the workshop form this book.
