This book explores economic concepts related to disaster losses, describes mechanisms that determine the economic consequences of a disaster, and reviews methodologies for making decisions regarding risk management and adaptation. The author addresses the need for better understanding of the consequences of disasters and reviews and analyzes three scientific debates on linkage between disaster risk management and adaptation to climate change. The first involves the existence and magnitude of long-term economic impact of natural disasters on development. The second is the disagreement over whether any development is the proper solution to high vulnerability to disaster risk. The third debate involves the difficulty of drawing connections between natural disasters and climate change and the challenge in managing them through an integrated strategy. The introduction describes economic views of disaster, including direct and indirect costs, output and welfare losses, and use of econometric tools to measure losses. Among the conclusions is the assertion that risk management policies must recognize the benefits of risk-taking and avoid suppressing it entirely. The main message is that a combination of disaster-risk-reduction, resilience-building and adaptation policies can yield large potential gains and synergies.

By 2030, UN member countries have committed to eradicating extreme poverty and hunger for people everywhere. As ending poverty and hunger are at the heart of FAO’s work, the organization is helping countries develop and implement evidence-based pro-poor policies, strategies and programmes that promote inclusive growth and sustainable livelihoods, as well as to increase the resilience, adaptive and coping capacity of poor and vulnerable communities to climate change. In order to achieve this, FAO encourages an integrated Climate-Poverty Approach to support policy development and action by policymakers, government officials, local-level institutions, communities, researchers, and development and humanitarian agencies worldwide. The Approach has been developed with insights from many perspectives, and includes not only climate and poverty aspects, but also indigenous, gender, food security, disaster response, resilience, SIDS and coastal community perspectives, among others. With a series of policy recommendations and tools to improve the design, delivery, and results of synergies and linkages between climate mitigation and adaptation, poverty reduction and food security actions, these synergies and linkages can make significant contributions towards achieving both the Sustainable Development Goals (SDGs) and Paris Agreement targets.

In the recent past a marked increase of the damages caused by natural hazard processes has been documented, for example by the Munich Re-Insurance. On a regional scale, a similar development can be observed in mountain regions such as the Alps, where it is particularly a rise in flood events that has caused the maximum amount of economic damage. Three major aspects may help to explain this phenomenon: The changing frequency-magnitude relationship of the natural hazard processes, the multiplication of the damage potential due to the socio-economic change, and the non-adequate way of coping with the changing risk by the official authorities. As a consequence, this book tries to address key questions related to these developments and to give answers to these problems. Question 1: How can the strategies for coping with the rise in extreme flooding be improved? Question 2: How can the damage potential and other socio-economic aspects be quantified? Question 3: How can new computer based technologies contribute to minimizing the risks related to alpine natural hazards? An initial chapter gives an overview of the global change aspects of natural hazards and their related risks. While three chapters outline answers to question 1, four chapters discuss question 2. Five chapters give examples of new technologies.
