This edited volume explores social, economic, political, and cultural practices generated by African, Asian, and Oceanic individuals and groups within the context and aftermath of German colonialism. The volume contributes to current debates on transnational and intercultural processes while highlighting the ways in which the colonial period is embedded in larger processes of globalization.

From 1884 to 1914, the world's fourth-largest overseas colonial empire was that of the German Kaiserreich. Yet this fact is little known in Germany and the subject remains virtually absent from most school textbooks. While debates are now common in France and Britain over the impact of empire on former colonies and colonising societies, German imperialism has only more recently become a topic of wider public interest. In 2015, the German government belatedly and half-heartedly conceded that the extermination policies carried out over 1904-8 in the settler colony of German South West Africa (now Namibia) qualify as genocide. But the recent invigoration of debate on Germany's colonial past has been hindered by continued amnesia, denialism and a populist right endorsing colonial revisionism. A campaign against postcolonial studies has sought to denounce and ostracise any serious engagement with the crimes of the imperial age. Henning Melber presents an overview of German colonial rule and analyses how its legacy has affected and been debated in German society, politics and the media. He also discusses the quotidian experiences of Afro-Germans, the restitution of colonial loot, and how the history of colonialism affects important institutions such as the Humboldt Forum.

Germany developed a large colonial empire over the last thirty years of the 19th century, spanning regions of the west coast of Africa to its east coast and beyond. Largely forgotten for many years, recent intense debates about Africa's cultural heritage in European museums have brought this period of African and German history back into the spotlight. This book takes a critical and historical perspective in parsing the current state of play for refugee and immigrant students in Germany, addressing federal, state, and institutional innovations as well as gaps in service. Drawing from de/post/anticolonial theory, it considers the levels of support for diverse groups including migrants, refugees, and racialized Germans, investigating why a comparatively well-resourced higher education system has, to date, selectively invested in the support of some marginalized groups. It calls for the reconsideration of policy and programmatic support, drawing from emerging best practice across states and higher education institutions (HEIs). Using historical analysis, federal and state level policy documents, institutional equal opportunity plans and student-facing websites, reporting, and first-person-accounts of marginalized students both prospective and enrolled, this critically oriented work interrogates how and why the world’s fourth largest economy – and its primarily public higher education system – have failed to engage systemic change with an eye towards addressing mechanisms of exclusion including racialization and xenophobia. It concludes with a consideration of possible policy interventions supporting these minoritized student groups who are essential not only to German learning and economy, but also to the rebuilding of conflict states. This volume will appeal to researchers, scholars, and practitioners working across comparative and international higher education, crisis education, and education in emergencies, as well as diversity specialists.

This book examines the representation of penal colonies both historically and in contemporary culture, across an array of media. Exploring a range of geographies and historical instances of the penal colony, it seeks to identify how the ‘penal colony’ as a widespread phenomenon is as much ‘imagined’ and creatively instrumentalized as it pertains to real sites and populations. It concentrates on the range of ‘media’ produced in and around penal colonies both during their operation and following their closures. This approach emphasizes the role of cross-disciplinary methods and approaches to examining the history and legacy of convict transportation, prison islands and other sites of exile. It develops a range of methodological tools for engaging with cultures and representations of incarceration, detention and transportation. The chapters draw on media discourse analysis, critical cartography, museum and heritage studies, ethnography, architectural history, visual culture including film and comics studies and gaming studies. It aims to disrupt the idea of adopting linear histories or isolated geographies in order to understand the impact and legacy of penal colonies. The overall claim made by the collection is that understanding the cultural production associated with this global phenomenon is a necessary part of a wider examination of carceral imaginaries or ‘penal spectatorship’ (Brown, 2009) past, present and future. It brings together historiography, criminology, media and cultural studies.

Decolonising Europe? Popular Responses to the End of Empire offers a new paradigm to understand decolonisation in Europe by showing how it was fundamentally a fluid process of fluxes and refluxes involving not only transfers of populations, ideas, and sociocultural practices across continents but also complex intra-European dynamics at a time of political convergence following the Treaty of Rome. Decolonisation was neither a process of sudden, rapid changes to European cultures nor one of cultural inertia, but a development marked by fluidity, movement, and dynamism. Rather than being a static process where Europe’s (former) metropoles and their peoples ‘at home’ reacted to the end of empire ‘out there’, decolonisation translated into new realities for Europe’s cultures, societies, and politics as flows, ebbs, fluxes, and cultural refluxes reshaped both former colonies and former metropoles. The volume’s contributors set out a carefully crafted panorama of decolonisation’s sequels in European popular culture by means of in-depth studies of specific cases and media, analysing the interwoven meaning, momentum, memory, material culture, and migration patterns of the end of empire across eight major European countries. The revised meaning of ‘decolonisation’ that emerges will challenge scholars in several fields, and the panorama of new research in the book charts paths for new investigations. The question mark in the title asks not only how European cultures experienced the ‘end of empire’ but also the extent to which this is still a work in progress.
