This book examines whether a global consensus is emerging on climate change and human mobility and presents evidence of a slow-moving but dynamic, step-by-step process of international policy development on climate-related mobility. Naser reviews the range of solutions offered to address climate-related mobility problems, such as extending the 1951 UN Refugee Convention, adopting an additional protocol to the UNFCCC or creating a new international treaty to support those facing climate-related migration and displacement problems. He examines the accumulating stock of international policies and initiatives relevant to climate-related mobility using a framework of six policy areas: human rights, refugees, climate change, disaster risk reduction, migration,and sustainable development. He uses this framework to define and summarise the main UN actions and milestones on climate-related mobility. Despite the difficult context affecting the global community of worsening climate change impacts and human rights under threat, Naser asserts that the foundations of global consensus on climate-related mobility have been built, particularly in the last decade. This book presents the research results of an interdisciplinary study on climate change policies by the Enforcing Environmental Policy (EEP) Network, a project supported by the Human Dimension Potential Programme. Contributions are from highly qualified economic and legal specialists based at research institutes across Europe. The book gives answers to several questions related to the implementation of the international rules on climate change, most notably the Kyoto Protocol. It analyses ways and means to facilitate and encourage compliance with the objectives of the Kyoto Protocol. The climate change problem can only be effectively dealt with if global anthropogenic greenhouse gas (GHG) emissions can be reduced substantially. Since the emission of such gases is closely related to the economic growth of countries, a critical problem to be addressed by the United Nations Framework Convention on Climate Change (FCCC) is: how will the permissible emission levels be shared between industrialised (ICs) and developing countries (DCs)? The thesis of this book is that the long-term effectiveness of the FCCC runs the risk of a horizontal negotiation deadlock between countries and the risk of vertical standstill within countries if there is little domestic support for the domestic implementation of measures being announced in international negotiations. The research question is: Can one observe trends towards horizontal deadlock and vertical standstill and if yes, how can the treaty design be improved so as to avoid such potential future bottlenecks? The research focuses on the perspectives of domestic actors on the climate convention and related issues in four developing countries: India, Indonesia, Kenya and Brazil. The following key findings emerge from the research: 1. Handicapped negotiating power: The common theme of the foreign policy of DCs is that ICs are responsible for the bulk of the GHG emissions and need to take appropriate domestic action.

This book examines the process of norm development and knowledge creation in international politics, and assesses these processes in case studies on protection from torture, intellectual property rights and climate change. Drawing on the theories of constructivism and the sociology of scientific knowledge, author Preslava Stoeva demonstrates that international norms are a product of a sequence of closures and consensus reached at different social levels. Climate change is one of the most pressing problems facing the global community. Although most states agree that climate change is occurring and is at least partly the result of humans’ reliance on fossil fuels, managing a changing global climate is a formidable challenge. Sovereignty requires that states address global problems such as climate change on a voluntary basis, by negotiating international agreements.
