Social cohesion is one of the declared objectives of the European Union and, with some 16% of EU citizens at risk of poverty, the need to fight poverty and social exclusion continues as a major challenge. This book provides an in-depth analysis of the EU Social Inclusion Process, the means by which it hopes to meet this objective, and explores the challenges ahead at local, regional, national and EU levels. It sets out concrete proposals for taking the Process forward. The book provides a unique analysis of policy formulation and assessment. Setting out the evolution and current state of EU cooperation in social policy, it examines what can be learned about poverty and social exclusion from the EU commonly agreed indicators. Taking the position of outside, but informed, observers, the authors explore the further development of the common indicators, including the implications of Enlargement, and consider the challenges of advancing the Social Inclusion Process - strengthening policy analysis, embedding the Process in domestic policies and making it more effective. This volume provides an updated analysis of the most significant constitutive aspects for the political sociology of the EU. It examines in detail how civic and political activism regarding the inclusion and integration of gender and sexual minorities, as well as migrants and refugees, have become substantial forces in Europe today. It exhibits a political sociology perspective that moves away from the predominant state-centrism and institutional focus in mainstream analyses of European politics. It brings to the fore the role of citizens, civil society and identity politics as well as transnational societal phenomena impacting on the ambivalent civic in/exclusion tendencies prevalent in the EU. The book highlights the linkage of EU institutions and policies to established and new societal actors in response to recent challenges of the EU.

The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. The Treaty of Amsterdam committed EU member states to tackle social exclusion. This book aims to explore, from an inter-disciplinary perspective, the possibilities and limitations of the attempts by the EU to co-ordinate and 'Europeanize' member states' strategies and policies.

The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. The second part of the book examines the extent to which EU law and policy objectives have, in practice, been integrated, exploring the effects in the key areas of employment, social inclusion (including education, health and housing), immigration, and criminal law.

This volume is the revised Report, which an international team of experts have prepared for the Greek Ministry of Labour and Social Security in the context of the Greek Presidency of the European Union and presented in the international conference "The Modernisation of the European Social Model. EU Policies and Practices" on 24-25 May 2003, at Ioannina, Greece. The book focuses on the Open Method of Coordination (OMC), its relation to other policy tools used in the European Social Policy and its significance for the fomation of a new European Social Model. The chapters follow the emergence, the evolution and analyze the constituent elements of the OMC in the fields of Social Inclusion and Pensions since the Lisbon Summit. During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. In the Ioannina conference the OMC had full recognition as a tool for the implementation of European Social Policy. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. This progress is sufficiently reflected in the present volume, where it is concluded that through OMC the European Social Model gained a new momentum in terms of effectiveness and legitimacy.

This timely book examines current policy responses to social exclusion. It begins by asking the questions: what do we mean by social exclusion? What are the dimensions of social exclusion? How is it measured? and what are the common threads that run though contemporary policy? Each contribution addresses a different area of policy, describing the context for the intervention, examining key themes and issues and assessing the likely effectiveness of policies. The final chapter asks the question: how should we assess the impact of policy to address social exclusion? and then provides a possible framework for evaluation. Policy Responses to Social Exclusion is recommended reading for advanced undergraduates and post-graduates on social policy, social administration and public policy courses. This book provides a critical evaluation of the ways in which EU law engages with minority rights protection: at its core is an analysis of EU law and minority rights. Unlike the UN or ECHR, the EU has no competence to set standards on minority protection and this has been a point of disappointment for minority rights advocates. Indeed, this book will demonstrate that, in EU law, binding standards really only exist in the sphere of non-discrimination and are at their strongest in the field of employment. As such, binding standards within EU law affect only a small proportion of the canon of minority rights. However, the EU does have competence to promote diversity and facilitate redistribution of power and resources across the EU. According to a broad understanding of minority rights protection, acts of promotion and facilitation -alongside those of standard-setting - constitute essential underpinnings for minority protection. The EU's existing competences do therefore play a key role in minority protection. In order to support these conclusions, the book undertakes a comprehensive examination of the impact of EU law on minority rights protection. The book examines a broad range of the EU's legal provisions and principles which may affect minority protection, before undertaking in-depth analyses of the examples of minority cultural rights and minority linguistic rights. In addition, the final substantive chapter of the book contextualises the impact of EU law within the perspective of the overall needs of a specific group - the Roma minority. The concluding chapter draws together the EU's contribution to minority rights. In short, the EU can be seen as a promoter, but not a protector, of minority rights. Although not ideal, especially from the perspective of minorities, it is worth at least exploring such a view. Such an exploration would enable the EU most easily to build upon its existing competences and regulatory capacities. This book will be of interest to lawyers and activists concerned with minority rights and Roma rights protection within the EU. It will also be of relevance to those interested in understanding the dynamics between the EU and the international law community in overlapping areas of rights protection, and exploring how this informs our perception of the capacity of the EU to be a central actor in the field of rights protection.
