The cutting-edge contributions to this book analyse different facets of the European Union (EU): closer integration among the member states, policymaking within a ‘normal’ political system, and the implications of European integration for its member states. This book also considers whether the challenges currently confronting the EU – the lingering Eurozone debt crises, the migrant/refugee crisis, the British decision to leave the EU, and terrorist attacks in Belgium, France and Germany – mark an inflection point for the Union and for the study of the EU. For the first time, ‘less Europe’, rather than closer integration, has emerged as a serious option in response to crisis. This possibility reignites questions of (dis)integration and calls into question the assumption of the EU as a ‘normal’ political system. This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

The book provides an in-depth analysis of Eurosceptics’ strategies in the European Parliament. It explores the paradoxical situation of Eurosceptic MEPs: particularly successful during EP elections, how then, once elected, do they operate in a political system they oppose? This book analyses how Eurosceptic MEPs conceive and carry out their mandate within the institution. On the basis of more than 100 interviews, it proposes a typology of four strategies developed by these actors. It also explains the diversity of Eurosceptics’ strategies, showing the relevance of the interaction between the institutional context and the individuals’ preferences. With the growing success of Eurosceptic parties and the challenges they pose to the future of integration, this study also reflects on the consequences of their presence for the EP and for the legitimacy of the EU. This book will be of interest to students and scholars of European politics, European integration, comparative politics, legislative studies and political parties.

Is Euroscepticism still suited to analyze the variegated nature of opposition to the EU? Starting from this question, this book critically reviews Euroscepticism, reconceptualizes it in terms of political opposition and discovers, disentangles and explains patterns of EU-opposition within the European Parliament (EP). Distinguishing between “what the EU does” and “what the EU is”, the research elaborates an index of parties’ positioning “measuring” it through the speeches that parties’ deliver in the EP. The EP is the “perfect laboratory” where decisions concerning EU-policies are taken and the future EU-trajectories are shaped. Besides delineating a set of guidelines categorizing parties, the book concludes that their positioning varies along two main axes: the pro-anti-EU-system and the pro-anti-EU-establishment. From a normative perspective, the research argues for the growing importance of the “cumulation hypothesis”: if criticism remains unheard within the European elitist construct, such criticism will transform itself into rejection.

This book is the first to be dedicated entirely to the European Semester -- a new framework for policy coordination across European Union (EU) member states. The Semester represents a major advancement in EU governance. Created in 2010 in the wake of the financial and sovereign debt crises and revamped in 2015, it was intended to provide a new socio-economic governance architecture to coordinate national policies without transferring legal sovereignty to EU level. The papers in this collection are written by authors who have already contributed to this literature and have conducted original research for their studies. The book offers an empirical and theoretical assessment of the European Semester, examining its implications along three critical axes, running respectively between the economic and the social, the supranational and the intergovernmental, and the technocratic and democratic poles of EU governance. The book concludes that the European Semester challenges established theoretical understandings of EU governance, as it is a prime example of the complexity that supersedes simple polar oppositions. The ‘Troika’ is a word that is scorched into the narrative of the EU’s banking and economic crisis – a triumvirate constituted by the European Central Bank, the European Commission and the International Monetary Fund. The modus operandi of the Troika is defined by the authors of this book as ‘Troikanomics’. Ostensibly, the role of the Troika was to develop, coordinate and oversee the provision of conditional funding to support national governments in restructuring their economies. In fact, their power and influence extended far more widely. They enforced an unprecedentedly severe austerity programme of fiscal and structural adjustment through oppressive political oversight. Their practical impact was to impose on debtor countries in the EU periphery the single greatest economic and social dislocation in Europe’s recent history, thus corroding their autonomous capacities and enfeebling their national sovereignty. The Troika’s word was law in those countries where its writ ran – Greece, Ireland, Cyprus, and to a more limited extent, Spain. It was answerable only to a trio of unelected organisations, far removed from the consequences of its policies on the lives of citizens. Widespread socio-political reaction to Troikanomics gave shape to the anti-austerity movement across the EU, characterised by the centre as ‘Populism’. This book provides a timely response to the revisionist argument that there is no longer a ‘crisis’ in Europe. In their innovative analysis, the authors argue that Troikanomics is a manifestation of a deeper existential crisis within the EU that encompasses the centralisation of power, Brexit, Europe’s ominous militarisation and the progressive abandonment of its foundational values.

Budgeting is a key aspect of governmental behaviour. Research on budgeting has taken various theoretical and methodological approaches, and these differences have prevented scholars from discussing their common topic. In this collection, we have gathered a group of prominent scholars to explore the intermingling of budgets and politics from an assortment of theoretical and methodological perspectives. It highlights not only the breadth of current research but also the range of what remains underexplored. Multi-level governance systems like the European Union (EU) calibrate integration with member state discretion in order to implement common, yet context-sensitive solutions to shared policy problems. Research on implementation in the EU typically focuses on legal compliance with EU policy. However, this focus gives us an incomplete picture of EU implementation, its diversity and practice. The contributions of this collection represent a shift toward a more performance-oriented perspective on EU implementation as problem-solving. They approach implementation fundamentally as a process of interpretation of superordinate law by actors who are embedded within multiple contexts arising from the coexistence of dynamics of Europeanization, on the one hand, and what has been termed ‘domestication’, on the other. Moving beyond legal compliance, the contributions provide new evidence on the diversity of domestic responses to EU policy, the roles and motivations of actors implementing EU policy, and the ‘black box’ of EU law in action and its enforcement. By reassessing the relative importance of EU policy and domestic factors and actors for the outcomes of EU implementation, the results give insight into on the nuanced interplay between Europeanization and domestication forces, useful for both EU researchers and practitioners. This book systematically introduces historical trajectories and dynamics of environmental policy and governance in India. Following the features of environmental policy in India as outlined in Chapter 1, subsequent chapters explore domestic and international factors that shape environmental policy in the country. The chapters examine the interplay between governmental and non-governmental actors, and the influence of social mobilisation and institutions on environmental policy and governance. Analysing various policy trajectories, the chapters identify and explore five central environmental policy subsystems: forests, water, climate, energy and city development. The authors drill down into the social, economic, political and ecological dimensions of each system, shedding light on why striking a balance between national economic growth and environmental sustainability is so challenging. Drawing on political science theories of policy processes and related theoretical concepts, this innovative edited volume will be of great interest to students and scholars of environmental policy and politics and South Asian studies more broadly.
