New democracies are uniquely positioned to promote democratic values and have a competitive advantage in the global democracy assistance industry. This book examines the attempts of one group of young democracies, from Central and Eastern Europe (CEE), to channel this pro-democracy agenda into both national and European foreign policy and development support. It looks at how CEE is ‘upstream’ changing the EU on crucial policy issues as part of the common foreign and security policy. Furthermore, it tracks the process whereby imported ideas and norms are recycled for further export ‘downstream’, and how these concepts are received in countries outside of the EU including the post-Soviet space, the Western Balkans, the Middle East and North Africa region and Central Asia. From limited interactions in the early 1990s, the EU and Central Asia now consider each other to be increasingly important. This book includes 12 chapters written by seasoned and policy-engaged researchers from across Eurasia and the wider world that analyse multiple levels of mutual interactions, understandings and misunderstandings across a range of policy areas. It shows why and in what ways exactly the EU and Central Asia matter to each other and why policymakers and researchers should pay more attention to their interactions. Central Asia falls under the broader external relations and security agenda of the EU, and over years it provided a testing ground for many EU policies, including the priority ones of region-building and resilience promotion. In June 2007, the Council of the European Union (EU) adopted The EU in Central Asia: Strategy for a New Partnership, highlighting the growing importance of Central Asia to the EU. This book examines the EU's policy towards the five Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in light of this Strategy. The analysis focuses on the EU's Central Asia Strategy and provides an evaluation of the EU's performance in meeting its policy goals in the region. It starts by looking at the EU as an actor, and discusses the general framework of EU-Central Asia cooperation. The book goes on to focus on the Strategy's general strategic directions and, in particular, its set of concrete policy commitments and questions whether these are adequately designed and implemented so they are able to contribute to regional security and stability. The book contributes to a better understanding for the pitfalls of overall stability in Central Asia, as well as studies on European Union and International relations.

This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. Gathering contributions by practitioners and researchers from various disciplines, it presents case studies and highlights recent activities of proactive engagement in democratic institution-building and responding to security threats from the Balkans to Central Asia. The volume is divided into three parts, the first of which focuses on security-related matters, armed conflicts, minorities, and women’s safety, as well as the roles that civil society, foreign governments, social media, and external donors play in this area. These contributions illustrate how the OSCE’s informal approach to peace, security, and securitization as norm entrepreneur is closely linked to the level of democracy among its member states. The second part presents a special section on the political implications of China’s Belt and Road Initiative (BRI), assessing the impact of this infrastructural program on the levels of democracy and/or autocracy in Eurasia. The third part consists of short chapters outlining future research and debates. The book will appeal to students and scholars of international relations, security studies, and the human rights-politics nexus. This is the 2022 instalment in a series of books released by the OSCE Academy in Bishkek. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights, guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization.

Promoting democracy has long been a priority of Western foreign policy. In practice, however, international attempts to expand representative forms of government have been inconsistent and are often perceived in the West to have been failures. The states

Unknown yet highly strategic, Central Asia attracts the interest of major global powers due to its vast energy resources and crucial geographic position. Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.

Over the past decade the European Union (EU) has gradually developed the European Neighbourhood Policy (ENP) with its neighbours. At the same time, the ‘neighbours of the EU’s neighbours’ have presented new challenges. This book addresses the EU’s broader neighbourhood, comprising of the ENP countries and the neighbours of its neighbours.
