So far is this from being the fact, that it is his appointments which give him all his trouble, and lay the foundation of an opposition. We need not recur to a saying of Lewis 14th to prove this; that when he had confered an office or an honour, he made many dissatisfied, and one man ungrateful. He is ungrate ful, either because it is the nature of an obligation to produce ingratitude or because the man thinks himself injured in get ing less than his due. If I am to administer a government, and wish a continuance in office, or to escape enmities, let me have no appointments in my gift. It is invidious to select the qualified or bestow emoluments. What a host does not a Go vernor raise up against himself, in the exercise of such a trust? There can be but one man in many appointed to ohice; and yet all, or most expect offices. Its aim was purely ethical; that is, to show that, for the purposes of human evolution, each of the two opposites, law, or organic control, and liberty, or life, was of equal importance: that there can be no continued growth of the race as a whole without an equal growth of each of these conflicting principles. Beyond this conclusion I was unable to go. I recognized that as a system my philosophy was incomplete. It failed to provide the single final end without which the deduction of ethical values is impossible. But, at the time, I had little hope of carrying the inquiry further, and I published the results, as far as they went, in a cheap form, to preserve them from oblivion. Osgood, and others having recently made contributions to this branch of research. Political theories are not only of theoretical interest, but have at times greatly influenced historical development.
