The recession, which started in the USA in autumn 2007, spread to the rest of the world in 2008 and 2009. The Balkan countries were hit hard by the recession. Closely tied to the European Union, they felt the full blow of the crisis in the Eurozone. In a narrow sense, this crisis was caused by weaknesses, contradictions, and inconsistencies of the EMU. In a wider sense, the common denominator of the Great Recession and the crisis in the Eurozone could be found in huge imbalances generated by market fundamentalism and the inability of the neoliberal concept of capitalism to achieve major socioeconomic goals.

The economies of the European countries are still in recession, the development process is at a standstill, companies are facing financial difficulties, and the EU’s monetary policy is tight and focused on lowering inflation. The fiscal problems and high debt levels of the northern European countries are of great importance, and they are the consequences of both the European economy’s structural characteristics and the EU’s policies. The economic area of Eastern Europe, the Balkans and the Black Sea countries is also vital, due to its special economic characteristics. The effects of the economic crisis on this particular area are catalytic, while the prospects for recovery are doubtful. The present book deals with the key aspects of the economic crisis in Europe, especially focusing on southeast Europe and the Balkans. The consequences of the crisis in these countries are analyzed and suggestions for how to address the crisis are outlined.

This proceedings book presents selected papers from the 10th international conference on the "Economies of the Balkan and Eastern European Countries in the Changing World" (EBEEC), held in Warsaw, Poland, in May 2018. This edited volume revolves around two sets of questions. First, what do the 2019 European elections suggest about the extent to which the mainstream parties of the left are attempting to deal with their decline through an increased, common, emphasis on their project for a more integrated, 'social Europe' as opposed to an emphasis on the more 'traditional', domestically-focussed, issues? Given the heightened profile of Europe in domestic politics; given the polarisation around Europe; given the way in which (especially in the countries of the Eurozone) media discussion of the domestic implications of EU decision-making can influence the climate of opinion regardless of the actions of domestic party actors themselves, we would expect the social democrats among them to seek to reassert control over the conditions of opinion formation through a renewed emphasis on integration (as well as its benefits and its potential as a source of identities to rival national, exclusionary identities) in opposition to their populist and Eurosceptical adversaries. To what extent do the campaigns waged by these parties bear out this expectation? Second, how well are the parties coping with the internal and external, institutional and political obstacles in the way of pursuit of this agenda?

This book presents a new approach to studying the European Union’s regional and global relevance. It recasts into a dynamic perspective the three most significant systemic processes that define the EU as a regionalist project: its enlargement, neighborhood, and mega-regional policies. The book argues that these processes collectively demonstrate a dynamic shift of the core tenets of European regionalism from an inward-looking process of region building to an open, selective system of global interactions.

The Lisbon Treaty modified the legal framework of EU external action and these innovations must be applied in a period of deep economic and financial crisis interacting with other more specific crises affecting the EU's external activities. This volume investigates the recent institutional and substantive developments in EU external relations law and practice in this context of multiple crises for the EU. The economic and financial crisis has a major impact on EU external action, but other crises too affect this sensitive area of the EU's activity and the book takes them into account. This book analyses the development of anti-corruption as a policy field in the European Union with a particular focus on the EU Anti-Corruption Report. It reconstructs the origins of anti-corruption policy in the 1990s when the EU started to recognise corruption as a serious crime with a cross-border dimension. It also analyses the processes surrounding the downfall of the Santer Commission on charges of corruption in 1999 and the enlargement of the EU. This incorporation of transitional new Member States was accompanied by a number of specific measures, instruments and monitoring mechanisms to combat corruption at the supranational level, finally leading to the introduction of the EU-wide Anti-Corruption Report in 2014. The book presents an in-depth analysis of its implementation, abandonment and the way forward under the European Semester as the new instrument for achieving EU anti-corruption reforms. It offers a new interpretation of the Report as a form of reflexive governance that operates at multiple levels and involves not only the European institutions and national governments, but also the role of civil society actors in the process of developing anti-corruption policy. It applies the theory of reflexive governance in analysing the impact of the Report in the UK, Romania and Albania, including the involvement of non-state actors in anti-corruption policy making in these countries. The book concludes with a discussion on how future EU Anti-Corruption policy can make use of reflexive governance and offers recommendations to enhance anti-corruption policies of the EU, the Member States and Candidate States.

This Selected Issues paper on the Republic of Kosovo’s 2013 Article IV Consultation highlights growth and Kosovo’s external environment. In the wake of the global financial crisis, Kosovo’s economic growth slowed but remained positive, while most other Western Balkans slipped into recession. Moreover, the annual average growth rate has been among the highest in the Western Balkans since the onset of the financial crisis in 2007. Kosovo’s tax-to-GDP ratio is comparable to the average of Southeastern Europe, although its tax system relies significantly more on indirect taxation—including a high share of trade taxes. Kosovo’s reliance on trade taxes may create budgetary pressures in the event of further trade liberalization.
