We are in the middle of a fundamental transformation of the global order which is challenging the supremacy of the USA, and to a certain extent of Europe, in economic and also in normative terms. The financial crisis has further accentuated this shift in the post-Cold War architecture, with emerging economies becoming an engine of globalisation. The chapters in this volume shed light on the role of higher education and its internationalisation in this context, focusing on the different regions of the world. The new role of international organisations like UNESCO is also examined. The empirical findings of these studies are part of a new research agenda in higher education studies, one that goes beyond a ‘higher educationism’ limiting itself to a simple description of institutional changes in this sphere in the light of internationalisation. The different case studies advance an interdisciplinary perspective, drawing on accounts from critical and postcolonial theory, international relations and international political economy. This perspective sheds light on the strategic selectivity of the transformation and the struggles related to this major transformation of higher education and its contribution to a new global architecture. Internationalisation of the contemporary university has become a pervasive and powerful development theme during the past three decades. In many countries, higher education is now a major export industry. The UK has longstanding experience of overseas student recruitment, international partnerships between universities and trans-national education. It has led the world in the development of the quality assurance of overseas activities. This collection of essays brings together articles published in the journal of the UK Association of University Administrators (AUA). Several of the pieces are members of AUA whilst others are by authors who work in other countries. Overall, in this volume, there is a practitioner focus that provides the reader with lessons learnt by those with experience of implementing policies to promote the internationalisation of higher education. Spain has been the favourite destination for Erasmus students from all over Europe since 2001 and the top country within the EU for outgoing Erasmus students (over 65,000 a year and over 625,000 since the launch of the programme), which points to the unquestionable interest, both for institutions and Spanish students, in the internationalisation of education.

This book seeks to put together the voices, the diverse positions and views of policy makers, gatekeepers and actors involved in the internationalisation of higher education institutions in Malaysia higher education system. It begins with an exploration of the literature and then examines the critical issues faced on the ground by higher education institutions in Malaysia. Issues are identified and interpreted based on a survey as well as those obtained from interviews involving stakeholders and players from various academic backgrounds, administrative positions and practitioner experiences. The findings indicated that there are diverse and contested perspectives on the aims, challenges and complexities faced in internationalisation. Broadly, there seems to be general agreement that Malaysia has fairly clear policies on the internationalisation in higher education which emphasises the mobility of students with a focus on the recruitment of international students and academic staff. Increasingly the respondents agree that there are needs to be a shift to a more holistic view of internationalisation which is system wide including internationalisation at home, enhancing research and development, and the need for greater institutional autonomy. This book characterises the complex contexts and issues around internationalisation in the Malaysia higher education system including issues around access and equity, competition and/or collaboration, import oriented and/ or domestic internationalisation. It also aims to provide a theoretical, conceptual and empirical evidence based resources for more informed evidence based policy and practice for the internationalisation of higher education systems. This book argues that international higher education has to be competitive, sustainable and contribute to educational development both locally and internationally. It shows that higher education institutions (HEIs) are seen as being driven by an economic or an educational agenda. For example, internationalization can be influenced by the university ranking system, which is based on the international reputation of universities, the competitive quality of programmes offered in a market-oriented education environment, generation of income from the enrolment of international students, and employment of high-profile researchers. Likewise, the book contributes to the production of knowledge by positing that an international profile for HEIs is fundamental to building their international excellence, outstanding academic standards, and strengthening their competitiveness and economic growth. Although virtual internationalization can be used as an effective vehicle for students to gain international exposure, the majority of students have remained in their local environment. This book provides a detailed array of new needs, attitudes and demands that teaching and learning pedagogy has to consider with a view to fostering the internationalisation of higher education. This timely volume sets out the author’s novel concept of the Organic model of internationalisation, developed using participants’ perceptions, lived experiences, and recommendations for a better sustainable future of HE, and explores its broader application in the context of higher education. Using the qualitative IPA (Interpretative Phenomenological Analysis) approach, chapters showcase the lived experiences and subjective perspectives of individuals around the paradox that internationalisation presents, the distorting effects of institutional power, and the market- and ethics-based concerns of internationalisation in higher education. Drawing on an in-depth empirical study conducted using participant observation and interviews with participants from three UK universities, the book proposes a framework for redefining the global discourse of HE through the Organic model and urges the need for a compromise between profit and ethics to the benefit of both organisations and individuals.
