Rising calls in both the United States and abroad for theologizing national agendas have renewed examinations about whether liberal states can accommodate such programs without either endangering citizens' rights or trivializing religious concerns. Conventional wisdom suggests that theology is necessarily unfriendly to the liberal state, but neither philosophical analysis nor empirical argument has convincingly established that conclusion. Many Muslim intellectuals and political activists have begun to move beyond classical political Islam to embrace a more pluralistic, democratic order by developing the concept of "Muslim democracy." How can Muslims be both good citizens of liberal democracies and good Muslims? This is among the most pressing questions of our time, particularly in contemporary Europe. Some argue that Muslims have no tradition of separation of church and state and therefore can't participate in secular, pluralist society. At the other extreme, some Muslims argue that it is the duty of all believers to resist Western forms of government and to impose Islamic law. Andrew F. March is seeking to find a middle way between these poles. Is there, he asks, a tradition that is both consistent with orthodox Sunni Islam that is also compatible with modern liberal democracy? He begins with Rawls's theory that liberal societies rely for stability on an ''overlapping consensus'' between a public conception of justice and popular religious doctrines and asks what kinds of demands liberal societies place on citizens, and particularly on Muslims. March then offers a thorough examination of Islamic sources and current trends in Islamic thought to see whether there can indeed be a consensus. March finds that the answer is an emphatic ''yes.'' He demonstrates that there are very strong and authentically Islamic arguments for accepting the demands of citizenship in a liberal democracy, many of them found even in medieval works of Islamic jurisprudence. In fact, he shows, it is precisely the fact that Rawlsian political liberalism makes no claims to metaphysical truth that makes it appealing to Muslims.

This is a translation of Mehdi Hairi Yazdi’s حکمت و حکومت (Ḥikmat wa Ḥukūmat) which provides a philosophical critique of the theory of the guardianship of the jurist. This theory is currently the governance theory in Iran and Mehdi Hairi Yazdi’s treatise provides a critique based on both philosophical and traditional arguments. It asks numerous questions, such as: ‘Is the governance of jurists philosophically coherent, rational and efficient?’ and ‘How can Muslim communities have their own forms of governance in such a manner that their faith commitments are met while living in their own time without clashing with universal values of governance?’ and debunks the key foundation of the guardianship of the jurist. The present translation makes accessible, for the first time, the text of this critique in English, and provides a competing narrative based on his theory of joint public ownership in political theory.

Over the last thirty years, governments across the globe have formalized new relationships with religious communities through their domestic and foreign policies and have variously sought to manage, support, marginalize, and coopt religious forces through them. Many scholars view these policies as evidence of the "return of religion" to global politics although there is little consensus about the exact meaning, shape, or future of this political turn. In The Global Politics of Interreligious Dialogue, Michael D.
