This book asks what strategies women’s movements can employ to induce law and policy changes at the national level that will assist women’s equality without sacrificing their feminist energy, movement cohesiveness and core feminist commitments. The book takes up this question in order to emphasize the need not only to recognize the accomplishments of women’s movements through political participation, but also to analyze the process through which feminist organizations interact with formal politics. It examines the institutionalization of the Korean women’s movement under the progressive presidencies of Kim Dae Jung (1998-2002) and Roh Moo Hyun (2003-2007), focusing on three major pieces of legislation concerning women’s rights that were enacted during this time, and looks at the process of gender politics and the strategic bargains that needed to be made between the women’s movement and other political forces in order to advance their agenda. It questions whether the institutionalization of the women’s movement inevitably results in demobilization and deradicalization, and goes on to examine the relationship between the women’s movement and the government over the two most women-friendly administrations in South Korean history, a period marked by flourishing civil society activism and participatory democracy.

This comparative book brings together scholars to examine the changing patterns of feminist activism and the new local, global and cyber spaces in which it is to be found. It addresses the question 'where have women's movements gone?'

The Korean women’s movement, which is seen in both Western and non-Western countries as being exemplary in terms of women’s activism, experienced a dramatic change in its direction and strategy in the early 1990s. At the heart of the new approach was an increasing focus on sexual violence, which has had a huge impact on bringing women’s issues onto the public agenda in Korea. This book examines feminist practice in Korea by analyzing the experiences of the country’s first sexual assault center, the Korea Sexual Violence Relief Center. Based on extensive original research, including interviews with activists and extensive participant observation, it explores why feminist activists in South Korea chose to organize around the issue of sexual violence, the strategies it used to do so, what impact the movement has made and what challenges it still faces to achieve its objectives.

South Korea provides an intellectual challenge in the fields of social movements and democracy in that intense mobilization and the strong influence of social movements have accompanied steady democratization for more than two decades, despite major theories having predicted otherwise. This book examines how social movements in previously authoritarian contexts evolve after democratic transition, using South Korea as a case study. It explores how democratic change influences the form of social movements, and how social movements affect the pace and direction of democracy in turn. It explains how South Korean social movements were able to attain strong political influence by focusing on four causal factors: the configuration of major political actors during the transition period, the relational dynamics among social movement groups, the relationship between social movements and institutionalized political actors, and the impact of transnational forces in the post-transition period. Unlike previous scholarship, the book takes a historical, actor-centered, and process-oriented approach that closely follows the interactions among contending actors through event sequences, rather than being driven by abstract theoretical frameworks. In doing so, it analyses uses a broad range of evidence, including police records, untapped activist documents, presidential memoirs, newspaper accounts and original data sets. Shedding light on the complex political reality that gave rise to a contentious civil society in South Korea after democratization, this book also illuminates the institutional conditions that can help promote domestic peace and stability. Therefore it will be of great use to students and scholars of Korean Studies, Korean politics and social movements, as well as policy makers.

In the study of civil society and social movements, most cases are based in Western Europe and North America. These two areas of the world have similar histories and political ideals and structures in common which in turn, affect the structure of its civil society. In studying civil society in Asia, a different understanding of history, politics, and society is needed. The region’s long traditions of centralized, authoritarian states buttressed by Confucian and in some cases Communist ideologies may render this concept irrelevant. The chapters in this international volume cover most of the areas and countries traditionally defined as belonging to East Asia: Japan, Taiwan, South Korea, Hong Kong, Singapore and China. The case studies included in this volume confront the utility of using the Western concept of civil society, represented in its most active form – social movements – to think about East Asia popular politics. Along with providing an array of important case studies of social movements in East Asia, the introduction, chapters and conclusion in the book take up three major theoretical questions: the effect of the East Asian cultural, social and institutional context upon the mobilization, activities and outcomes of social movements in that region, the role of social movements in larger transformative processes, utility of Western social movement concepts in explaining social movements in East Asia. Kim explores the religious impact, particularly that of the Korean Methodist Church, on the lives of Korean immigrant ilse (first generation) in the United States. To most of these women, America is new soil, and they need to adjust to a different cultural and social environment. Consequently, they may be confused and frustrated. As a community center, the Korean church plays a significant role in their lives. Kim examines the church, to determine if it is helpful or detrimental to these women as they adjust to their lives in the United States. Although the history of Korean immigrants in the United States is almost 100 years old, resources about Korean immigrants, particularly women, are scarce. These women have long been invisible and unheard in American society as well as in the Korean community and church. Their experiences as minority women and their painful struggle for survival in patriarchal Korean churches reflect not only the plight of women but also genuine human struggle.

This book explores how political opportunities afforded by democratization, including the relative balance of power between conservative and progressive civic actors, shape power relations between men and women in post-authoritarian Korea. Jones reveals that organized women can make a difference - depending on their strategic choices and alliances, and the manner in which they negotiate evolving political institutions. Moreover, democratic consolidation need not be led by political parties, but can provide surprising opportunities for an organized civil society to press for a deepening of political and human rights.

In August 2008 editorial responsibility transferred back to the University of Washington. With the editorial guidance of Clark Sorensen and Donald Baker, the Journal of Korean Studies (JKS) continues to be dedicated to publishing outstanding articles, from all disciplines, on a broad range of historical and contemporary topics concerning Korea.
