American schools are in a state of crisis. At the root of our current perplexity, beneath the difficulties with funding, social problems, and low test scores, festers a serious uncertainty as to what the focus and goals of education should be. We are increasingly haunted by the suspicion that our educational theories and institutions have lost sight of the need to perpetuate a core of moral and civic knowledge that is essential for any citizen's education, and indeed for any individual's happiness. Mining the Founders' rich reflections on education, the Pangles suggest, can help us recover a clearer sense of perspective and purpose. With a commanding knowledge of the history of political philosophy, the authors illustrate how the Founders both drew upon and transformed the ideas of earlier philosophers of education such as Plato, Xenophon, Milton, Bacon, and Locke. They trace the emergence of a new American ideal of public education that puts civic instruction at its core to sustain a high quality of leadership and public discourse while producing resourceful, self-reliant members of a uniquely fluid society. It also shows how Washington, Jefferson, and Franklin presented their own lives as models for the education of others and analyzes the subtle, provocative moral philosophy implicit in the self-depiction of each. The Learning of Liberty is historical and scholarly yet relentlessly practical, seeking from the Founders useful insights into the human soul and the character of good education. Even if the Founders do not provide us with ready-made solutions to many of our problems, the Pangles suggest, a study of their writings can give us a more realistic perspective, by teaching that our bewilderment is in some measure an outgrowth of unresolved tensions embedded in the Founders' own conceptions of republicanism, religion, education, and human nature.

This book takes the thinking of Quentin Skinner, Philip Pettit and J.G.A. Pocock on republican liberty and explores the way in which this idea of liberty can be used to illuminate educational practice. It argues that republican liberty is distinct from both positive and negative liberty, and its emphasis on liberty as non-dependency gives the concept of liberty a particularly critical role in contemporary society. Each chapter formulates and expounds the idea that an empire of liberty requires the existence of what are termed ‘liberty-bearing agents’, and shows how education – with a particular emphasis on knowledge – is needed to foster the human powers which allow people to become liberty-bearing. It is also emphasised, however, that republican liberty is non-perfectionist and non-eudaimonic: the core values enshrined in an empire of liberty centre on non-dependency rather than the promulgation of a certain way of life. Drawing on prominent seventeenth century contract theorists, the link between liberty and authority is explained, suggesting that appropriate authoritative structures need to underpin the provision of education, and especially schooling, if educational practice devoted to the pursuit of liberty is to flourish. Liberty and Education will be of value to both educational theorists unfamiliar with republican theory, as well as republican theorists interested in how their theory might play out in education. It will also be of interest to researchers and students from the fields of politics and the philosophy of education.

Most American citizens are quick to criticize federal bureaucracy for its size and inefficiency. They assume it has exceeded the intent of our nation's founders; yet men like James Madison and Alexander Hamilton knew that good public administrators were essential to good government. William Richardson here examines the origins, legitimacy, and limitations of public administration from the perspective of the Founders' thought. He shows that these men—especially the authors of The Federalist—advocated an energetic public administration as an essential component of government and even considered the emergence of a "natural aristocracy" of virtuous civil servants. The Founders would see the fault of today's federal bureaucracy, argues Richardson, not as much in its size as in the character of its members. Richardson relates the Founders' belief that the nation should strive to produce public servants committed to developing character traits, such as wisdom and moderation, that would exemplify the highest ideals of the republic and thus ensure its survival. They anticipated some self-interest on the part of administrators, but believed it would be held in check by public opinion and the political process. To test the success of the Founders' ideal, Richardson examines both the character of administrators and the role of ethics in forming that character. He explores the various plans for educating public leaders throughout American history and looks at how attitudes toward public administration have changed in this century, from Woodrow Wilson's scientific ideal to recent proposals to downsize government. Among other suggestions, Richardson advocates reforming existing institutions by emphasizing character. Democracy, Bureaucracy, and Character is an exercise in legitimizing public administration, offering important insights into the Founders' thoughts that can be applied to today's debate over government bureaucracy. Public administration may be problematic by nature, observes Richardson, but it is crucial to our form of government. Through his analysis we can see that, while bureaucracy and democracy have long had an uneasy relationship, neither can be effective unless we fully assess the place and purpose of character in the American regime.
