The notion that we are experiencing a change in times, whereby an old global order is giving way to a new one, has been gaining legitimacy in international debates. As US power is waning, the argument goes, so is the set of liberal norms, rules and institutions around which the Unites States organised its global supremacy. Ideational contests, power shifts, regional fragmentation, and socio-economic turmoil paint a broad picture of complex and often inter-related challenges that fuel contestation of the liberal order, both as a normative project and as an emanation of US power. Major players – China and India, Europe and Russia, and the United States itself – are all engaged in a process of global repositioning, most notably in areas where the liberal project has only fragile roots and order is contested: Eastern Europe and the Caucasus, the Asia-Pacific and the Middle East. This volume aims to provide critical frames of reference for understanding whether geopolitical and ideational contestations will eventually bring the US-centred liberal order down or lead to a process of adjustment and transformation. The chapters in this book were originally published in a special issue in The International Spectator.

This volume explores the Western-led liberal order that is claimed to be in crisis. Currently, the West appears less as a modernizing or civilizing entity leading the way and more as being engulfed in a deep crisis. Simultaneously, the West still appears to be needed in order to imagine the global order by promoters of liberal peace as well as its opponents. This book asks how and why “crisis” is needed for constituting “the West,” liberal, and global order and how these three are conjoined and reinvented. The book encompasses narratives endorsing and rejecting the West and the liberal international order, as well as alternative visions for a post-Western world conceived within the rising and challenging powers. The study is of interest to scholars and students of international relations, critical security studies, peace and conflict research, and social sciences in general.

To understand these challengers, it is important to have a better grasp of their common target. This book introduces the "liberal script" as an analytical concept that allows us to analyze and problematize liberal thinking, as well as its different components and linkages and the tensions that they produce. What happens when the pursuit of market efficiency is incompatible with social justice? It is these tensions between the different components of the liberal script that are at the heart of the challenges against it. Different societies have resolved these tensions in different ways, leading to a variety of liberal subscripts and their contestations. The volume integrates theoretical and methodological perspectives from different disciplines, including political science, sociology, law, history, philosophy, post-colonial studies, and educational science. In demonstrating the theoretical and empirical added value of using the concept of "liberal script", the volume presents a multifaceted and nuanced picture of what is at stake in the challenges to liberalism in the early 21st century. This volume has emerged from research carried out as part of the Cluster of Excellence "Contestations of the Liberal Script - SCRIPTS", which analyzes the contemporary controversies about liberal ideas, institutions, and practices on the national and international level from a historical, global, and comparative perspective. It connects academic expertise in the social sciences and area studies and collaborates with research institutions in all world regions. Operating since 2019 and funded by the German Research Foundation (DFG), SCRIPTS unites eight major Berlin-based research institutions: Freie Universität Berlin, the Humboldt-Universität zu Berlin, the Berlin Social Science Center (WZB), the Hertie School, the German Institute for Economic Research (DIW), the Berlin branch of the German Institute of Global and Area Studies (GIGA), the Centre for East European and International Studies (ZOiS), and the Leibniz-Zentrum Moderner Orient (ZMO).

Building a thorough and comprehensive understanding of the limits of the international rules-based liberal order across a variety of issue areas, this topical book highlights how the discourse and values inherent in these long-established political arrangements are now facing a backlash, and how Europe is responding towards it.

This book offers an assessment of the ongoing transformation of hegemonic order and its domestic and international politics. The current international order is in crisis. Under the Trump administration, the USA has ceased to unequivocally support the institutions it helped to foster. China’s power surge, contestation by smaller states, and the West’s internal struggle with populism and economic discontent have undermined the liberal order from outside and from within. While the diagnosis of a crisis is hardly new, its sources, scope, and underlying politics are still up for debate. Our reading of hegemony diverges from a static concept, toward a focus on the dynamic politics of hegemonic ordering. This perspective includes the domestic support and demand for specific hegemonic goods, the contestation and backing by other actors within distinct layers of hegemonic orders, and the underlying bargaining between the hegemon and subordinate actors. The case studies in this book thus investigate hegemonic politics across regimes (e.g., trade and security), regions (e.g., Asia, Europe, and Global South), and actors (e.g., major powers and smaller states).

BRICS is conceivably the most formidable organisation to have emerged in the post-Cold War period in the non-Western world. This book highlights the significance of BRICS in a wider global context and foregrounds the long-pending demand for the reform of global governance institutions. The shock of Donald Trump’s election caused many observers to ask whether the liberal international order—the system of institutions and norms established after World War II—was coming to an end. The victory of Joe Biden, a committed institutionalist, suggested that the liberal order would endure. Even so, important questions remained: Was Trump an aberration? Is Biden struggling in vain against irreparable changes in international politics? What does the future hold for the international order? The essays in Chaos Reconsidered answer those questions. In the face of recent trends like growing authoritarianism and xenophobic nationalism, the rise of the Far Right, the explosion of economic and social inequalities, heightened geopolitical contest and global capitalism’s endless crisis, and the impacts of shocks like the Covid-19 pandemic, discourses about the ‘decline of the West’ no more look like mere ruminations of a handful of cultural depressives and politically disillusioned; they sound increasingly realistic. This volume addresses this issue by mapping and analyzing the forms, mechanisms, strategies, and effects, in the past, the present, and the future, of Western hegemonies, namely, asymmetrical relations that bring advantages or, at least, secure the superiority of Western state and non-state actors in politics, economics, and culture broadly understood. Over the past decades and centuries, Westerners never ceased claiming supremacy in all these spheres. A host of these relations were initiated through colonialism and imperialism, and perpetuated through informal imperialism, but there are other channels: political interference, inequalities between countries, and attempts at affirming the supremacy of the so-called Western way of life was also secured through the military might and economic power of great Western actors. This book explores sites of Western hegemonies and contributes to understanding the mechanisms through which international hierarchies are formed and maintained. Bringing together the research of scholars from various fields in the humanities and social sciences, political science, international relations, political philosophy, sociology, history, postcolonial studies, criminology, and linguistics, this volume develops a multidisciplinary outlook on the issue of Western hegemonies that allows uncovering resemblances between various forms of asymmetrical relations and their mechanisms.
