Chinn pulls together what seems to be opposite discourses--the information-driven languages of law and medicine and the subjective logics of racism--to examine how racial identity has been constructed in the United States over the past century. She examines a range of primary social case studies such as the American Red Cross' lamentable decision to segregate the blood of black and white donors during World War II, and its ramifications for American culture, and more recent examples that reveal the racist nature of criminology, such as the recent trial of O.J. Simpson. The Cold War revealed, for the first time in human history, the logic of human togetherness, which indicated that it was not only necessary for nation-states to live together but also possible for them to do so. The necessity was because of the inescapably shared vulnerability of “mutually assured destruction,” not only in terms of security but more so in economic well-being and political stability. The possibility was due to the unipolar world structure sustained by the global governance web of interdependent partnership which worked powerfully “between” the power agents to ensure the best of all possible world. This latent governance system was both hierarchical and dynamic because its power was “connective” in the sense that power was rooted in one another and the ability to be interdependent by empowering other power agents and sharing vulnerability at the same time was the way of becoming the “nucleus” on the global web of interdependent partners and hence gaining power in transforming one another connectively and governing the world collectively. George Kennan’s patience in building up hard and soft powers “within” individual power agents of the web and Wilson/Roosevelt’s institutionalization of collective power “above” each power agents contributed to the construction of the system. The Soviet big-brotherly governing type was proven a failure.

In the past, African American aspirations for political offi ce were assumed to be limited to areas with sizeable black population bases. By and large, black candidates have rarely been successful in statewide or national elections. This has been attributed to several factors: limited resources available to African American candidates, or identifi cation with a black liberationist ideological thrust. Other factors have been a relatively small and spatially concentrated primary support base of black voters, and the persistent resistance of many white voters to support black candidates. For these reasons, the possibility of black candidates winning elections to national offi ce was presumably just a dream. Conventional wisdom conceded a virtual cap on both the possible number of black elected officials and the level of elective offi ce to which they could ascend. But objective political analysis has not always made sufficient allowances for the more universal phenomenon of individual political ambitions. Th e contributors to this volume explore the ways ambitious individuals identifi ed and seized upon strategies that are expanding the boundaries of African American electoral politics. This volume is anchored by a symposium that focuses on new possibiities in African American politics. Both the electoral contests of 2006 and the Barack Obama presidential campaign represent an emergent dynamic in American electoral politics. Analysts are beginning to agree that the contours of social change now make the electoral successes of black candidates who are perceived as ideologically and culturally mainstream increasingly likely.
