BOOK EXCERPT:

For all their complexity, there is a logic and rationale embedded in American institutions and political processes. The Logic of American Politics is a refreshingly accessible and engaging book that explores this underlying logic and leads readers toward a more nuanced and sophisticated understanding of American government. The Logic of American Politics poses many provocative questions that encourage readers to think critically and actively about our system of government. For example, why do so many citizens fail to exercise their cherished right to vote? Or, why don't we do more to stop pollution from cars, since we all agree on what causes it and how harmful it is? The Logic of American Politics covers all the important topics from constitutional development to governmental institutions to political processes. The book is written as a narrative but is designed for easy reference. The text is supplemented by abundant illustrations throughout: tables, figures, maps, cartoons, and photos.

BOOK EXCERPT:

A core American politics textbook, complete with a range of free teaching ancillaries The American political system is extraordinary and complex. Samuel Kernell and Gary Jacobson help students develop a sophisticated appreciation of the possibilities and limits of American politics. Encouraged to think and not merely to memorise facts, students will come to understand why political institutions, the politicians who occupy them, and the citizens who monitor and respond to their actions, behave as they do. A nation as large and diverse as the United States faces enormous challenges. Kernell and Jacobson analyse political institutions and practices as (imperfect) solutions to problems facing people who need to act collectively, highlighting throughout the text such obstacles as conflicts over values and interests, the difficulty of agreeing on a course of action, and the problem of free riding. They describe how the choices made to resolve such problems at one moment affect politics in the future, long after the problems have faded. The intelligible logic of American politics is analysed further in three sets of thematic boxes that appear throughout the text: The Logic of Politics boxes dissect the design of various political institutions in light of the objectives they were intended to achieve Strategy and Choice boxes, new to the second edition, show how officeholders and those seeking to influence them employ institutions to advance their goals. Politics to Policy boxes show how public policies reflect the institutions that produce them and evaluate institutional capacity to solve America's problems. Public policy is treated as an integral subject and is examined throughout the book, rather than in separate chapters that are often left unassigned. Politics into Policy boxes, in particular, extend the authors' analysis, looking at such issues as: the tightening of the borders in the wake of terrorists attacks, how smoking evolved from a private to a public issue, and the decades-long battle over campaign finance reform.Special features include: * Chapters open with lively and topical stories that draw students in* Thematic questions at the beginning of each chapter serve both to preview important themes and to get students thinking critically. * An abundance of carefully produced or selected tables, figures, photographs, and other visuals, thoroughly updated for the second edition, illustrate and expand on the text. Captions enrich or exemplify points of discussion. New exercises on the accompanying website help students learn to interpret the graphic presentation of data. * Key terms are defined in boldface on first use, summarized at chapter end (with page numbers), and defined in a glossary at the back of the book. * Chapter objectives, summaries, and electronically-graded quizzes to help students review and study the material are offered on the web at logic.cqpress.com. The Two Majorities And The Puzzle Of Modern American Politics

eBook Download

BOOK EXCERPT:

Where did the Era of Divided Government come from? What sustains split partisan control of the institutions of American national government year after year? Why can it shift so easily from Democratic or Republican presidencies, coupled with Republican or Democratic Congresses? How can the vast array of issues and personalities that have surfaced in American politics over the last forty years fit so neatly within-indeed, reinforce-the sustaining political pattern of our time? These big questions constitute the puzzle of modern American politics. The old answer—a majority and a minority party, plus dominant and recessive public issues—will not work in the Era of Divided Government. Byron Shafer, a political scientist who is regarded as one of the most comprehensive and original thinkers on American politics, provides a convincing new answer that has three major elements. These elements in combination, not "divided government" as a catch phrase, are the real story of politics in our time. The first element is comprised of two great sets of public preferences that manifest themselves at the ballot box as two majorities. The old cluster of economic and welfare issues has not so much been displaced as simply joined by a second cluster of cultural and national concerns. The second element can be seen in the behavior of political parties and party activists, whose own preferences don't match those of the general public. That public remains reliably left of the active Republican Party on economic and welfare issues and reliably right of the active Democratic Party on cultural and national concerns. The third crucial element is found in an institutional arrangement—the distinctively American matrix of governmental institutions, which converts those first two elements into a framework for policymaking, year in and year out. In the first half of the book, Shafer examines how dominant features of the Reagan, first Bush, Clinton, and second Bush administrations reflect the interplay of these three elements. Recent policy conflicts and institutional combatants, in Shafer's analysis, illuminate this new pattern of American politics. In the second half, he ranges across time and nations to put these modern elements and their composite pattern into a much larger historical and institutional framework. In this light, modern American politics appears not so much as new and different, but as a distinctive recombination of familiar elements of a political style, a political process, and a political conflict that has been running for a much, much longer time.
