Since the 1990s, Baltic-Russian relations have been amongst the most contentious on the European continent. With the consolidation of the Russian state under the rule of Vladimir Putin, Russia has begun to assert itself on the international stage to a degree that has not been seen since the end of the Soviet Union. In particular, Russia has engaged in a number of aggressive actions against its neighbors (e.g., Georgia, Ukraine) while also re-asserting its interests in Eastern Europe, the Middle East, Central Asia, and more generally in global forums. Chief among this new assertiveness is the development of non-conventional assets of propaganda, information technology, communications, space-based assets, and cyber technology. While many have discussed the rise of asymmetrical warfare, Russian foreign policy, and Russia’s post-Soviet wars, what makes this book unique is how it puts these discussions together into a cogent analysis of contemporary Russian foreign policy alongside current international relations theories. This study examines Russia’s recent wars in the Caucasus and Eastern Europe and outlines the focus of Russian assertiveness in key regions central to their security interests. This book analyzes the small Baltic States and their integration into the Euro-Atlantic structures from the perspective of the foreign policies of major powers - the United States, Russia, and major European powers and institutions - towards the region, or each of the Baltic States. Joseph Rothschild Book Prize Honorable Mention Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. Strategic Frames offers a significant reference on recent developments in two former Soviet states and the rapidly evolving spheres of political influence in the postindependence era that will serve students, scholars, and policymakers alike.

This book provides a comprehensive analysis of Lithuanian foreign policy by employing the theory of small states and the agent-perspective to assess how President Dalia Grybauskaitė impacted Lithuanian foreign policy in 2009–2019 and which, in turn, could affect changes in international structures. The book is based on original interviews with Grybauskaitė and all her foreign policy advisors, as well as other Lithuanian diplomats and Ministers of Foreign Affairs. In addition to providing an important case study of Lithuanian foreign policy, this monograph also discusses the impact an agent formulating and executing small-state foreign policy may have on the ‘grand structures’ of international relations, such as the EU and NATO. For its investigation of the mutual relationship between agent and structure, this monograph draws on the literature on foreign policy analysis (FPA) and asks questions about the extent to which a particular leader of foreign policy may determine a specific policy decision or outcome.
