The first full treatment of the unique phenomenon of High Commands in the Soviet Army during World War II and the Cold War. The war on the Eastern Front during 1941–45 was an immense struggle, running from the Barents Sea to the Caucasus Mountains. The vast distances involved forced the Soviet political-military leadership to resort to new organizational expedients in order to control operations along the extended front. These were the high commands of the directions, which were responsible for two or more fronts (army groups) and, along maritime axes, one or more fleets. In all, five high commands were created along the northwestern, western, southwestern, and North Caucasus strategic directions during 1941–42. However, the highly unfavorable strategic situation during the first year of the war, as well as interference in day-to-day operations by Stalin, severely limited the high commands' effectiveness. As a consequence, the high commands were abolished in mid-1942 and replaced by the more flexible system of supreme command representatives at the front. A High Command of Soviet Forces in the Far East was established in 1945 and oversaw the Red Army's highly effective campaign against Japanese forces in Manchuria. The Far Eastern High Command was briefly resurrected in 1947 as a response to the tense situation along the Korean peninsula and the ongoing civil war in China, but was abolished in 1953, soon after Stalin's death. Growing tensions with China brought about the recreation of the Far Eastern High Command in 1979, followed a few years later by the appearance of new high commands in Europe and South Asia. However, these new high commands did not long survive the collapse of the Soviet Union in 1991 and were abolished a year later. The book relies almost exclusively on Soviet and post-communist archival and other sources and is the first unclassified treatment of this subject in any country, East or West.

Romania at the Paris Peace Conference studies the diplomacy of Ioan I.C. Bratianu during World War I and in its aftermath that led to the formation of Greater Romania. The book describes the successful struggle waged by the Romanian government for recognition of the provisions of the secret treaty of 1916 and, in addition, for approval of the de facto annexation of Bessarabia, carried out in 1918 with the encouragement of the Central Powers. A substantial share of the credit for this achievement, Spector asserts, must be given to Ioan I.C. Between Romania’s entry into World War II in 1941 and the ouster of dictator Ion Antonescu three years later, over 105,000 Jews were forced to work in internment and labor camps, labor battalions, government institutions, and private industry. Particularly for those in the labor battalions, this period was characterized by extraordinary physical and psychological suffering, hunger, inadequate shelter, and dangerous or even deadly working conditions. And yet the situation that arose from the combination of Antonescu’s paranoias and the peculiarities of the Romanian system of forced-labor organization meant that most Jewish laborers survived. Jewish Forced Labor in Romania explores the ideological and legal background of this system of forced labor, its purpose, and its evolution. Author Dallas Michelbacher examines the relationship between the system of forced labor and the Romanian government’s plans for the “solution to the Jewish question.” In doing so, Michelbacher highlights the key differences between the Romanian system of forced labor and the well-documented use of forced labor in Nazi Germany and neighboring Hungary. Hero of the Soviet Union Dmitriy Loza has carefully crafted his World War II experiences with U.S.-provided Sherman tanks into a highly readable memoir. Between the fall of 1943 and August 1945, Loza fought in the Ukraine, Romania, Hungary, Czechoslovakia, and Austria. He commanded a tank battalion during much of this period and had three Shermans shot out from under him. Loza's unit participated in such well-known combat actions as the Korsun-Shevchenkovskiy Operation, the Jassy-Kishenev Operation, and the battles for Budapest, Vienna, and Prague. Following the German surrender, Loza's unit was sent to Mongolia, where it participated in the arduous trek across the Gobi Desert to attack the Japanese Kwantung Army in Manchuria. This is the first available detailed examination of the Red Army's exploitation of U.S. war matiriel during World War II and one of the first genuine memoirs available from the Russian front. Loza also provides firsthand testimony on tactical command decisions, group objectives and how they were accomplished, and Soviet use of combat equipment and intelligence. Only after the collapse of the USSR and concomitant relaxing of prohibitions against publication of materials related to the Lend-Lease Program there could this account be made available Dmitriy Loza served as an instructor at the Frunze Academy after the war, retiring in 1967 with the rank of colonel.
