After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational). These processes challenge our understanding of representative democracy as involving electoral democracy within clearly delineated nation-states, provoking a situation in which ‘new frontiers’ of representation develop. Consequently, it becomes increasingly difficult to provide normative standards as well as accurate assessments of democratic representation in the EU. This volume addresses these core challenges of representative democracy in the EU from normative, theoretical and methodological perspectives. This book provides an original argument that rejects the idea of national MPs having but one ‘standard’ mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs’ parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.

In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. This book examines the diverse avenues through which different sorts of actors have expressed their voices during the Euro crisis and how their various interests are translated into the decision-making process. It offers a state-of- the-art assessment of what political representation means in this context as well as a contribution to the ‘representative turn’ in democratic theory. The book provides an in-depth analysis of Eurosceptics’ strategies in the European Parliament. It explores the paradoxical situation of Eurosceptic MEPs: particularly successful during EP elections, how then, once elected, do they operate in a political system they oppose? This book analyses how Eurosceptic MEPs conceive and carry out their mandate within the institution. On the basis of more than 100 interviews, it proposes a typology of four strategies developed by these actors. It also explains the diversity of Eurosceptics’ strategies, showing the relevance of the interaction between the institutional context and the individuals’ preferences. With the growing success of Eurosceptic parties and the challenges they pose to the future of integration, this study also reflects on the consequences of their presence for the EP and for the legitimacy of the EU. This book explores the mechanisms of political representation and accountability in the European political system, against the backdrop of multiple crises in recent years in the economic, financial, security and immigration fields, which have triggered strong tensions and centrifugal drives inside the EU and among its member states. Exploiting a rich set of new ad hoc collected data covering elite and public opinion orientations and party positions, it investigates how the current politicization of European issues and the asymmetries among member states can challenge the sustainability of the European Union. It examines how existing policy tools were found largely unable to neutralize promptly the negative effects of these crises on the populations, economies and security of the Union and how this suggests the need to reconsider overarching theoretical frameworks and a more in-depth analysis of some crucial mechanisms of the European political system and to go beyond some of the dominant scholarly debates of the past decades. This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe.
