This book is our sixth Small Wars Journal—El Centro anthology, covering writings published between 2016 and 2017. The theme of this anthology pertains to the rise of the narcostate (mafia states) as a result of the collusion between criminal organizations and political elites—essentially authoritarian regime members, corrupted plutocrats, and other powerful societal elements. The cover image of the mass demonstration concerning the disappearance of the forty-three Ayotzinapa Teachers’ College students held at Mexico City’s Zócalo Plaza in November 2014 provides an archetype of this anthology’s theme. This volume explores the repercussions of a changing world order on regional security in Latin America. It examines how global and regional power shifts impact on the evolution of regional institutions as well as on state policies adopted in response to regional security challenges such as border conflicts, political instability, migration, drug-trafficking, organized crime, and terrorism. Lives in Transit chronicles the dangerous journeys of Central American migrants in transit through Mexico. Drawing on fieldwork in humanitarian aid shelters and other key sites, Wendy A. Vogt examines the multiple forms of violence that migrants experience as their bodies, labor, and lives become implicated in global and local economies that profit from their mobility as racialized and gendered others. She also reveals new forms of intimacy, solidarity, and activism that have emerged along transit routes over the past decade. Through the stories of migrants, shelter workers, and local residents, Vogt encourages us to reimagine transit as a site of both violence and precarity as well as social struggle and resistance.

What makes the control of corruption so difficult and contested? Drawing on the insights of political science, economics and law, the expert contributors to this book offer diverse perspectives. One group of chapters explores the nature of corruption in democracies and autocracies, and “reforms” that are mere facades. Other contributions examine corruption in infrastructure, tax collection, cross-border trade, and military procurement. Case studies from various regions – such as China, Peru, South Africa and New York City – anchor the analysis with real-world situations. The book pays particular attention to corruption involving international business and the domestic regulation of foreign bribery.
