The impact of Russia’s war in Ukraine has been felt in the Arctic. The region’s primary diplomatic venue is paused, and military tensions are increasing. When Sweden and Finland join the North Atlantic Treaty Organization (NATO), every Arctic country save Russia will be a member of the U.S.-led alliance. The war has not diminished Russia’s core economic and security interests in the region, but it has had some impact on its military readiness there in the short term, especially in terms of ground capabilities, if not at sea or in the air. In addition, there are some preliminary indications that sanctions and export controls may diminish Russia’s ability to deploy precision munitions to the Arctic to a degree. At the same time, Russia’s use of hybrid tactics in the region seems to be increasing in both frequency and severity. The United States and NATO will need to take stock of these developments in a region they have not historically prioritized as they begin to implement their new, respective strategies.

This volume is an energy-tailored sequel to the research on the Arctic carried out at MGIMO University. Specifically, the proposed book is grounded in the profound academic and practical expertise of the specialized body of MGIMO University – International Institute of Energy Policy and Diplomacy chaired by Prof. Valery Salygin. Thus, the research exclusively focuses on energy-related aspects of exploration of the Arctic Zone of the Russian Federation (AZRF). In this timely book, the authors provide a detailed analysis of Russia's national interests in the Arctic region. They assess Russia's domestic discourse on the High North's role in the system of national priorities as well as of Moscow's bi- and multilateral relations with major regional players, energy, environmental, socio-cultural, and military policies in the Arctic. In contrast to the internationally wide-spread stereotype of Russia as a revisionist power in the High North, this book argues that Moscow tries to pursue a double-sided strategy in the region. On the one hand, Russia aims at defending her legitimate economic interests in the region. On the other hand, Moscow is open to co-operation with foreign partners that are willing to partake in exploiting the Arctic natural resources. The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.

The issues surrounding the regimes of ice-covered areas, international straits, and passage rights of State vessels are analysed for the purpose of assessing the status of law and State practice in Russian Arctic waters.

The structure of sedimentary basins of the Russian Arctic Seas is studied and illustrated by a number of maps, cross-sections and geophysical models. The calculated density models of the Earth crust illustrate the deep structure of the main blocks of the crust. Five major gas-condensate and gas fields are discovered here: three (Shtokman, Ludlov, Ledovoe) in the Barents and two (Leningrad and Rusanov) in the Kara Sea. Geological and geophysical characteristics of the Russian Arctic Sea sedimentary basins allow an estimation of their hydrocarbon potential by comparison with the known world analogues. Total potential resources of giant deposits of hydrocarbons in Russian Arctic Seas are estimated at 470 billion barrels of oil equivalent. The richest resources are the Kara Sea and Laptev Sea. Less rich is Barents Sea. The relatively smaller contribution to the overall estimation of the resources makes the resources of East-Siberian Sea and Chukchi Sea. Development the energy capacity of the continental shelf of Russia can play a stabilizing role in the dynamics of oil and gas production in the period 2010-2020. A key role in developing the capacity of the Arctic shelf oil and gas play is the innovative technology in exploration, production and management of the relevant investment projects.
