This book investigates how migration has been transformed into a security threat in Europe. It argues that this process has taken place through a self-fulfilling spiralling process, which involves different actors and their specific narratives, practices and policies. The book examines how situations stemming from the so-called ‘migration crisis’ in the European Union (EU) have been dealt with by governments and non-governmental organisations. It also considers how actors treating migration as an ordinary phenomenon rather than a threat and sharing inclusive narratives can create the conditions for decelerating and eventually stopping securitisation processes. Some chapters examine the spiralling of the securitisation of migration in depth, by analysing increases in securitisation, as well as cases characterised by resistance. Others focus on examining the consequences of socially constructing migration as a crisis for the EU’s relations with third countries. In sum, this book shows that there is a wide range of motives for which states and societies would benefit from a change in migration politics and move from the current management of a ‘crisis’ to a more positive governance of human mobility. By the end of 2020, the number of forcibly displaced people globally had reached 82.4 million as a result of persecution, conflict, violence, human rights violations and events seriously disturbing public order (UNHCR, 2021). Efforts to prevent these people from crossing national boundaries have resulted in draconian legislation and the vilification of migrants at various international borders. In the Mediterranean, at the border with ‘fortress Europe’, there have been thousands of fatalities as migrants risk the treacherous crossing in tiny boats. The so-called ‘weaponization of migration’ is apparent in recent events on the Polish-Belarussian border as hundreds of asylum seekers are trapped between rival forces of armed soldiers. Under the UK government's 'hostile environment' policy, many legal immigration routes have been closed, and the rights of asylum seekers have been severely curtailed. The so-called 'migrant caravan', which began in Honduras in October 2018, prompted the US and Mexican governments to deploy active-duty military officers to the border, creating more chaos in the area.

The principle of solidarity is particularly important now because it is in juxtaposition to some current self-centered trends in politics: the crises that have upset the world in recent years, such as migrations, hegemonic aspirations, pandemics, and wars, have made self-evident the inadequacy of such selfish politics. It therefore seems very useful to understand the role that solidarity could play in contemporary scenarios. This book thus collects various contributions on the principle of solidarity in international law. Firstly, it reconstructs the foundations of solidarity in law and investigates the origins of the principle. Subsequently, it tries to ascertain if solidarity exists as a principle in international law and, if so, what its scope is. The book then examines the eventual implementation of the principle of solidarity in regional organizations law: the question is whether solidarity is more effective and if it is actually better fulfilled when relationships between states get stronger, such as in regional and sub-regional organizations. Such implementation is notable in EU Law, but the analysis also involves other regional and sub-regional organizations, namely the African Union, ECOWAS, the League of Arab States, and MERCOSUR. This book takes into account not only some distinctive areas of solidarity, such as migration law, or specific institutional contexts where solidarity is a declared principle, objective or value, for example, the European Union, but it also considers whether, and to what extent, the manifestations of solidarity differ in disparate settings, trying to discover the reasons behind such divergences. The goal of successfully incorporating ethnic minorities represents a decisive challenge for modern societies. However, migratory background continues to negatively affect the life trajectories of migrants’ descendants. ‘Hard’ and ‘soft’ barriers determine long-term inequality gaps and low intergenerational social mobility in both longstanding and more recent European immigration countries. This book complements the sparse findings on education, labour market outcomes, and wellbeing relating to immigrant offspring by providing original research in order to individuate strategies for removing the obstacles that the migrants’ descendants face. This book examines the rapidly expanding EU agency’s distinct role in EU border control, showing that Frontex is a prominent border control actor that reshapes the EU borders by promoting a new border control culture. Bringing culture into the analysis of Frontex, this book offers an alternative in-depth understanding of the agency’s function, focusing on the production and diffusion of border control assumptions and practices within a border control community. Based on data drawn from primary research at Frontex and two EU external borders, namely Lampedusa and Evros, this book examines Frontex’s contribution to the emergence of a new border control culture in Europe, replacing the pre-existing Schengen culture. Irregular migration is one of the most momentous phenomena of the 21st century. While it is a life‐changing process for migrants themselves, it also entails a number of significant challenges for destination countries and their local populations. Consequently, irregular migration is now a heavily debated and polarising issue in most receiving states. However, the multiple perspectives on this phenomenon are rarely assessed together, and states’ role in shaping national and international responses remains understudied, which hinders a comprehensive understanding of irregular migration governance. To address this issue, this innovative book investigates irregular migration by concurrently analysing the viewpoints of migrants, states, and their local populations. To that end, it builds on multidisciplinary insights from international relations, migration studies, political science, and other disciplines, and adopts Italy and Australia as two highly relevant yet rarely compared case studies, with a focus on their migratory foreign policies.
