Technocratic Visions examines the context and societal consequences of technologies, technocratic governance, and development in Mexico, home of the first professional engineering school in the Americas. During the mid-nineteenth century, a period of immense upheaval and change domestically and globally, troubled governments attempted to expand and modernize Mexico’s engineering programs while resisting foreign invasion and adapting new Western technologies to existing precolonial and colonial foundations. The Mexican Revolution in 1910 greatly expanded technocratic practices as state agents attempted to control popular unrest and unify disparate communities via science, education, and infrastructure. Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. This book examines the changes in the career experiences and profiles of 350 European prime ministers in 26 European democracies from 1945 to 2020. It builds on a theoretical framework, which claims that the decline of party government along with the increase of populism, technocracy, and the presidentialization of politics have influenced the careers of prime ministers over the past 70 years. The findings show that prime ministers’ career experiences became less political and more technical. Moreover, their career profiles shifted from a traditional type of ‘party-agent’ to a new type of ‘party-principal’. These changes affected the recruitment of executive elites and their political representation in European democracies, albeit with different intensity and speed.

Environmental problems present democratic dilemmas.
