This document presents the first annual report on the work done in 2009-10 by Government departments and agencies under the United Kingdom's strategy, known as CONTEST, for countering the threat from international terrorism. The aim of CONTEST is to reduce the risk to the United Kingdom and its interests overseas from international terrorism, so that people can go about their lives freely and with confidence. The report sets out the strategic context and details the response under the pursue, prevent, protect and prepare headings, and with a separate section on Afghanistan and Pakistan. Cross-cutting issues covered include: chemical, biological, radiological and nuclear weapons and explosives; Olympic safety and security programme; communications.

Contemporary Debates on Terrorism is an innovative textbook, addressing a number of key issues in terrorism studies from both traditional and 'critical' perspectives. This second edition has been revised and updated to cover contemporary issues such as the rise of ISIL and cyberterrorism. In recent years, the terrorism studies field has grown in quantity and quality, with a growing number of scholars rooted in various professional disciplines beginning to debate the complex dynamics underlying this category of violence. Within the broader field, there are a number of identifiable controversies and questions which divide scholarly opinion and generate opposing arguments. Outlining the different types of financial crime and their impact, this book is a user-friendly, up-to-date guide to the regulatory processes, systems and legislation which exist in the UK. Each chapter has a similar structure and covers individual financial crimes including money laundering, terrorist financing, fraud, insider dealing, market abuse, bribery and corruption and finally tax avoidance and evasion. Offences are summarized and their extent is evaluated using national and international documents. Detailed assessments of financial institutions and regulatory bodies are made and the achievements of these institutions are analysed. Sentencing and policy options for different financial crimes are included and suggestions are made as to how criminal proceeds might be recovered. This second edition has been fully updated and includes a section on cybercrime and a new chapter on tax evasion. Case summaries have also been included in those chapters where a criminal justice route is used by the prosecuting authorities.

In 2011 the U.K. Government reviewed its counter terrorism Prevent Strategy to include "all forms of extremism" with an emphasis on right-wing extremism. This book - written by the former Head of Strategy and Policy at the Office of the National Coordinator for Prevent - provides the most detailed assessment yet of this shift in emphasis. It explores how the inclusion of right-wing extremism within the counter terrorism Prevent Strategy impacted local responses to the English Defence League. This is explored through numerous interviews and several case studies which were carried out by the author while he was serving as a senior police officer within the Counter Terrorism Command of the Metropolitan Police Service. This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book considers how the social construction of crime and the criminalising of political expression impact upon different stages in a violent political conflict. The freedom to express our political opinions is regarded as an essential human right throughout most of the world, and yet, in defence of our security, governments often place various restrictions on it. This book directly considers what these restrictions are in the context of deeply divided societies to understand how they impact upon intergroup relations in four different contexts: nonviolent movements, counter-insurgency, peace negotiations, and post-settlement peacebuilding. Drawing on an extensive body of original interviews and archival material, the volume analyses this relationship through an in-depth consideration of Northern Ireland and South Africa, followed by a wider analysis of Turkey, Sri Lanka, Belgium, and Canada. The overarching argument is that the implications of criminalising political expression depend on both its ‘target’ and the wider social reality it contributes towards. Recent events involving Boko Haram, Al-Shabab and Al Qaeda show that the terrorist threat to the UK is as grave as at any point in the past thirteen years. Interpol have the resources and experience to build a platform and the UK must take the lead in bringing others to the table. However, ensuring public safety cannot be the sole purview of the counterterrorism command and the security service, it is a responsibility in which all UK citizens and companies take a share. Stopping British men and women going to become foreign fighters, in Syria and other theatres of conflict, and engaging with them when they return is vital to avoid endangering the security of the UK. Whether in classrooms, local community centres, or through the global reach of the internet and social media, a clear message needs to be sent to those at risk. The agencies are at the cutting edge of sophistication and are owed an equally refined system of democratic scrutiny. It is an embarrassing indictment of our system that some in the media felt compelled to publish leaked information to ensure that matters were heard in Parliament. The Intelligence and Security Committee should be given a democratic mandate in the same way as other Select Committees

This handbook explores how democracies around the world seek to balance democratic values with the requirement to protect their citizens from the threat of politically motivated violence. Over the past few decades, the majority of the world’s democracies have had to confront serious security threats, and in many instances these challenges have not come from rival states but from violent groups. This volume offers readers an overview of how some democracies have responded to such threats. It examines the extent to which authorities have felt compelled to modify laws to evade what would ordinarily be regarded as protected rights, such as personal privacy, freedom of movement and freedom of speech.
