Following the signing of the peace agreement and the end of three-and-a-half years of siege, Sarajevo simultaneously experienced a double transition, from war to peace and from socialism to capitalism, that was marked by an increasing international intervention. This book presents a study of the urban transformation of Sarajevo during the post-war period and considers both the role and the impact of the international community in its spatial and ethnic configuration. Part I focuses on the period of maximum international involvement developed at local level, from December 1995 until 2003, and comprises chapters on the ethno-territorial division of the city, the reconstruction of its ethnic diversity and the liberal transition fostered and imposed internationally. Part II deals with the impact of these policies on the current spatial, functional and ethnic configuration in the area of Sarajevo.

Recent history has seen Bosnian and Herzegovinian (BiH) cities undergoing several transitions. Their cities have developed under socialism (1945 – 1992), have suffered through the civil war during the 1990s, and during the last twenty years have been undergoing a slow and multifaceted transition to an indeterminate end point. Focusing on the post-socialist, postwar, and neoliberal transitions experienced in BiH, the book shows that planning systems deviated from control-oriented and top-down regulation to flexible approaches for more open for informal development. The book analyzes several levels of planning-related processes: the former Yugoslavia, BiH, the city of Mostar, and three urban zones (the Industrial Zone Bišće Polje, the City Zone Rondo, and the Historic District and the Old Town Zone) in order to offer insights into the new planning systems in the late phase of post-socialist transition.

Global Urbanism is an experimental examination of how urban scholars and activists make sense of, and act upon, the foundational relationship between the ‘global’ and the ‘urban’. What does it mean to say that we live in a global-urban moment, and what are its implications? Refusing all-encompassing answers, the book grounds this question, exploring the plurality of understandings, definitions, and ways of researching global urbanism through the lenses of varied contributors from different parts of the world. Preface – Introduction 1 Heiderose Kilper “New Disparities in Spatial Development in Europe” – several topics are included in both the title and theme of the German Annual of Spatial Research and Policy for the Year 2009. We are frst of all concerned with the concept of spatial disparities, which has its roots in national spatial planning and spatial development policy. Regional development as interregional equalisation policy, for example, is well-anchored in the German constitution through fundamental legal standards and the division of powers among the respective federal states. The “establishment of uniform living conditions within the federal territory” and “securing the uniformity of living conditions beyond the borders of any single federal state” (Section 72 Paragraph 2 of German Basic Law [GG]) are expressly specifed as aims of government action in the constitution of the Federal Republic of Germany. With the major reform of Germany’s fnancial system in 1969 and incorporation of the joint task “Improvement 1 of the Regional Economic Structure” in Section 91a of German Basic Law [GG] interventions on the part of the federal government and the wealthy federal states for the beneft of states and regions with less economic success were legitimised in constitutional terms as well. All of this would be inconceivable without the concept of spatial disparities.
