The WEB of Transport Corridors in South Asia develops a holistic appraisal methodology to ensure that economic benefits of investments in transport corridors are amplified and more widely spread, and possible negative impacts such as congestion, environmental degradation, and other unintended consequences are minimized. It focuses on South Asia—not only as one of the world’s most populous and poorest regions—but as a hinge between East Asia, Central Asia, the Middle East, and Europe. The book is aimed at politicians, technocrats, civil society organizations, and businesses. It presents case studies of past and recent corridor initiatives, provides rigorous analysis of the literature on the spatial impact of corridors, and offers assessments of corridor investment projects supported by international development organizations. A series of spotlights examines such issues as private sector co-investment; the impacts of corridors on small enterprises and women; and issues with implementing cross-border corridors. The 'WEB' in the title stands for both the wider economic benefits (WEB) that transport corridors are expected to generate and the complex web of transport corridors that has been proposed. The appraisal methodology introduced in this book shows how the web of interconnected elements around corridors can be disentangled and the most promising corridor proposals—the ones with the greatest wider economic benefits—can be selected.

This Special Issue presents an in-depth analysis of transport research commissioned by the UK Department for International Development under the High Volume Transport Programme (2017-2023). The analysis done in the period 2018-2019 contributes to the UK response to improving transport in the low-income countries in Africa and South Asia. As a result, key priorities have been identified for applied research in 2020 to make road, rail and urban transport more efficient and affordable, and all transport greener, safer and more inclusive for all users. This applied research is a vital link in making transport a sustainable lifeline for people in low-income countries, because transport gives farmers and manufacturers access to domestic and international markets and people in rural and urban areas access to schools and health services.

Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. Connecting to Thrive: Challenges and Opportunities of Transport Integration in Eastern South Asia presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India. It explores how the local impacts of a regional corridor could be enhanced in rural areas by improving access to markets along the corridors and how women’s participation in export-oriented agriculture value chains could be improved to allow women to take advantage of improved regional connectivity. Connecting to Thrive will be of interest to policy makers, private sector practitioners, and academics with an interest in regional connectivity in eastern South Asia.

Trade has played a critical role in global poverty reduction. In harnessing the potential of trade, some of the most successful countries have developed strong trade relationships with their neighbors. However, many South Asian countries have trade regimes that often offset the positive impact of geography and proximity. This report documents systematically the gaps between current and potential trade in South Asia and addresses important specific barriers that have held trade back. These barriers include tariffs and paratariffs, real and perceived nontariff barriers, connectivity costs, and the broader trust deficit. This policy-focused report unpacks these critical barriers to effective trade integration in South Asia through four in-depth studies that produce new, detailed, on-the-ground knowledge. Three of the studies are based on extensive stakeholder consultations. Two also rely on tailored surveys. The fourth study, on tariffs, benefits from new data on paratariffs. The report also marshals new evidence showing how trading regimes in South Asia discriminate against each other. Given the South Asian context, incremental, yet concrete steps aimed at tapping the potential of deeper integration are appropriate. The report has been drafted in this spirit. It offers precise, actionable policy recommendations that could help achieve measurable progress in key areas of trade and integration that would be to the advantage of all countries in the region.

The erosion of its competitiveness is raising concerns about the sustainability of Bangladesh's growth model based on exports of ready-made garments. To safeguard its comparative advantage in ready-made garments and diversify its exports basket, Bangladesh needs to increase its competitiveness. Improving logistics performance is an important lever with which to do so. Moving Forward: Connectivity and Logistics to Sustain Bangladesh's Success presents a comprehensive assessment of logistics performance and its main determinants. It analyzes freight demand at a spatially disaggregated level, quantifies logistics costs, including the costs of externalities, looks at the factors that determine the stock and quality of infrastructure, and examines the incentives to provide logistics services of a certain type and quality and to charge the observed prices. It also quantifies the potential impacts of removing transport and logistics inefficiencies on Bangladesh's exports and economic geography using a spatial general equilibrium model. Bangladesh's congested, unreliable, and unsophisticated logistics system imposes high costs on the economy. Making it efficient requires a holistic system-wide approach that is based on a comprehensive strategy; improves the quality, capacity, and management of infrastructure; improves the quality and integration of logistics services; and achieves seamless regional connectivity. Moving Forward will be of interest to policy makers, private sector practitioners, and academics with an interest in the performance of Bangladesh's transport and logistics sectors.

China proposed the Belt and Road Initiative in 2013 to improve connectivity and cooperation on a transcontinental scale. This study, by a team of World Bank Group economists led by Michele Ruta, analyzes the economics of the initiative. It assesses the connectivity gaps between economies along the initiative’s corridors, examines the costs and economic effects of the infrastructure improvements proposed under the initiative, and identifies complementary policy reforms and institutions that will support welfare maximization and mitigation of risks for participating economies.

This book examines the complex and connected past, present, and future of Northeast India and Japan. It looks at the intricate political geography and ethnolinguistic diversity of India’s Northeast, and its historical and strategic relationship with Japan. From the theatre of the Second World War to a potential economic corridor to the Indo-Pacific, the Northeast, which shares a border with China, Nepal, Bangladesh, Bhutan and Myanmar, has emerged as an area of central importance in India–Japan relations. The book highlights the importance of connectivity and cooperation in the North Eastern Region, for sustainable growth, better accessibility, and quality of life. The chapters in the volume look at shared economic, socio-political, and environmental concerns of the two countries as well as the shared legacies between Japan and the Northeast through stories, collective memories and memorials about World War II, and research. They also explore the strategic implications of China’s One Belt One Road initiative in the region and for India–Japan relations, India’s Act-East policy, provincial politics and ethnic conflicts, and the challenges for sustainable development and greater cooperation for the two countries. With contributions from both Indian and Japanese academics, this book will be a key resource on understanding Asian politics. Place matters for productivity and prosperity. Myriad factors support a successful place, including not only the hard infrastructure such as roads, but also the softer elements such as worker skills, entrepreneurial ability, and well-functioning institutions. History suggests that prosperous places tend to persist, while “left behind†? regions, or those hurt by climatic, technological, or commercial shocks, struggle to catch up. This division gives rise to demands to “do something†? about the subsequent spatial inequality. Such pressures often result in costly spatially targeted policies whose outcomes disappoint because of a lack of analysis of the underlying barriers to growth and structural transformation and a fair appraisal of the possibility of overcoming them. The latest volume of the World Bank Productivity Project series, Place, Productivity, and Prosperity: Revisiting Spatially Targeted Policies for Regional Development makes three broad contributions. First, it provides new analytical and empirical insights into the three drivers of economic geography—agglomeration economies, migration, and distance—and the way in which they interact. Second, it argues that these forces are playing out differently in developing countries than they have in advanced countries: urbanization is not accompanied by structural transformation, leaving cities simply crowded and accruing all the negative aspects of urbanization without being productively concentrated. Long-term amelioration of poverty in lagging regions requires advancing the overall national agenda of structural change and productivity growth. Third, the volume provides a heuristic framework with which to inform policy makers’ assessments of place-based policy proposals, enabling them to identify the regions in which policy is likely to have an impact and those that are nonviable; to clarify the implications of various policy options; to think critically about policy design priorities, including necessary complementary policies to, for instance, infrastructure investment; and to navigate implementation challenges.
