Argues that a new set of transnational social welfare arrangements has emerged that challenge traditional social welfare provision based on national citizenship and residence. The idea that social rights are something we are eligible for based on where we live or where we are citizens is out-of-date. In Transnational Social Protection, Peggy Levitt, Erica Dobbs, Ken Chih-Yan Sun, and Ruxandra Paul consider what happens to social welfare when more and more people live, work, study, and retire outside their countries of citizenship where they receive health, education, and elder care. The authors use the concept of resource environment to show how migrants and their families piece together packages of protections from multiple sources in multiple settings and the ways that these vary by place and time. They further show how a new, hybrid transnational social protection regime has emerged in response to the changing environment that complements, supplements, or, in some cases, substitutes for national social welfare systems as we knew them. Examining how national social welfare is affected when migration and mobility become an integral part of everyday life, this book moves our understanding of social protection from the national to the transnational.

Agency in Transnational Social Protection: Practices of Migrant Families Between Bulgaria and Germany offers a unique and innovative research strategy, analysing social protection arrangements of Bulgarian movers and their families who arrived in Germany in the context of EU enlargements. Critically approaching social tourism debates in the context of EU enlargements this work significantly contributes to a highly undertheorized field of Bulgarian migration in Germany, more specifically in its aspect of social protection within the framework of EU social security coordination. Going beyond the state of art on migration and social protection, Jana Fingarova applies a micro-sociological interpretative approach to develop a typology of migrant agency articulations of subordination, empowerment, and gradually learned assertiveness. Allowing for a temporal-processual perspective on agency, the work overcomes the duality of active vs. passive agents, exposing a more complex picture—apart from social or educational status, family and individual mobility projects play crucial role in the social protection arrangements of EU movers.

This book focuses on the emerging global old age care industry developing as a response to tackle the “old age care crisis” in richer countries. In this global industry, multiple actors are involved in recruiting, skilling and placing migrant care workers in different spheres of the receiving country's old age care system. This book delves into the analysis of these actors and the multiple levels influencing their activities. Accordingly, it examines the significance of old age care regimes and policies as well as intermediaries and promoters for initiating, shaping and perpetuating old age care arrangements based on migrant labor and the relationships within them. Particular emphasis is placed on the risks and implications of these arrangements for the well-being and the social protection of the different actors involved. The book analyzes these processes and structures from a global perspective including different countries and regions of the world.

Knjiga je nadaljevanje leta 2018 izdane knjige Labour Mobility in the EU, ki je skozi prizmo različnih poklicev mobilnih delavcev ponudila vpogled v obstoječe in prihodnje izzive na področju mobilnosti delovne sile v Evropski uniji (EU). Knjiga z zbirko esejev, ki pokrivajo različne teme, perspektive in geografske kontekste, konceptualno sledi svoji predhodnici. Vendarle pa drugi del po vsebini presega prvega, saj vključuje razmišljanja, perspektive in kritične analize priznanih tujih raziskovalcev, ki naslavljajo nekatera najbolj ključna vprašanja v preseku med dinamiko trga dela v EU in vzorci čezmejne delovne mobilnosti. Deset avtorjev, ki so prispevali sedem poglavij knjige, prihaja iz štirih držav EU. Čeprav izhajajo iz različnih akademskih disciplin, so del trdno povezanega in raziskovanju predanega omrežja raziskovalcev migracij, mobilnosti in (transnacionalne) socialne zaščite v EU. This first open access book in a series of three volumes provides an in-depth analysis of social protection policies that EU Member States make accessible to resident nationals, non-resident nationals and non-national residents. In doing so, it discusses different scenarios in which the interplay between nationality and residence could lead to inequalities of access to welfare. This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. The social question is back. Yet today's social question is not primarily between labour and capital, as it was in the nineteenth century and throughout much of the twentieth. The contemporary social question is located at the interstices between the global South and the global North. It finds its expression in movements of people, seeking a better life or fleeing unsustainable social, political, economic, and ecological conditions. It is transnationalized not only because migrants and their significant others entertain ties across the borders of national states, staying in touch with family and friends, receiving or sending financial remittances in transnational social spaces. Also of importance are cross--border recruitment schemes for workers and the cross-border diffusion of norms appealed to in the case of migration--for example, the social right to decent work as a human right. Moreover, migration can become an issue of inclusion or exclusion in fields important to life chances in the emigration, transit, or immigration states--a transnationalization of national states. And, as in the nineteenth century, political conflicts arise, constituting the social question as a public concern. In earlier periods class differences dominated conflicts. While class has always been criss-crossed by manifold heterogeneities, not least of all cultural ones around ethnicity, religion, and language, it is these latter heterogeneities that have sharpened in situations of immigration and emigration over the past decades. Casting a wide net in terms of conceptual and empirical scope, this book tackles both the social structure and the politics of social inequalities. It sets a comprehensive agenda for research which also includes the public role of social scientists in dealing with the transnationalized social question.

This second open access book in a series of three volumes examines the repertoire of policies and programmes led by EU Member States to engage with their nationals residing abroad. Focusing on sending states’ engagement in the area of social protection, this book shows how a series of emigration-related policies that go beyond the realm of social security address the needs of nationals abroad in the area of health care, unemployment, family benefits, pensions and economic hardship. In addition, this volume highlights the variety of sending states’ institutions that are involved in these policies (consulates, diaspora institutions, ministries, agencies...) and their engagement with citizens abroad in other policy areas such as electoral rights, citizenship, language, culture, education, business or religion.
