In U.S. Military Operations: Law, Policy, and Practice, a distinguished group of military experts comprehensively analyze how the law is applied during military operations on and off the battlefield. Subject matter experts offer a unique insiders perspective on how the law is actually implemented in a wide swath of military activities, such as how the law of war applies in the context of multi-state coalition forces, and whether non-governmental organizations involved in quasi-military operations are subject to the same law. The book goes on to consider whether U.S. Constitutional 4th Amendment protections apply to the military's cyber-defense measures, how the law guides targeting decisions, and whether United Nations mandates constitute binding rules of international humanitarian law. Other areas of focus include how the United States interacts with the International Committee of the Red Cross regarding its international legal obligations, and how courts should approach civil claims based on war-related torts. This book also answers questions regarding how the law of armed conflict applies to such extra-conflict acts as intercepting pirates and providing humanitarian relief to civilians in occupied territory.

A colloquium on "U.S. Military Operations in Iraq: Planning, Combat, and Occupation" was held November 2, 2005, and was co-sponsored by SSI and Johns Hopkins' School of Advanced International Studies (SAIS). Three years beyond the start of that transition, the debate continues about the adequacy of planning for and proficiency of execution of Phase IV operations in Iraq and elsewhere. The debate most often surrounds three issues concerning this final operational phase: the relationship to preceding operational phases; responsibility for planning; and responsibility for execution. Much of the debate to this point has been an unproductive effort to assign blame for shortcomings in the planning for and execution of stability and reconstruction operations; participants in the colloquium moved beyond finding fault, began analyzing the central issues, and addressed solutions.

This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth doctrine to govern the joint activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military involvement in multinational and interagency operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes doctrine for joint operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall mission. the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command s doctrine and procedures, where applicable and consistent with US law and policy.

Biometrics in Support of Military Operations: Lessons from the Battlefield examines and evaluates recent U.S. military experiences in Iraq and Afghanistan in the context of the use of biometrics and related technologies. The book takes a comprehensive look at how biometrics has been used to support various military operations and suggests ways that its uses can be further developed. It fills a void in understanding how to incorporate biometrics by providing a guide to develop and establish formal operational roles and procedures when applying the technology. Written in an informal style that makes it accessible to people who are not necessarily operators or technicians of biometrics technologies, this book bridges an existing gap to better educate leaders inside and outside of the U.S. military on the far-reaching potential of biometrics in support of tactical operations. It argues that the gap between those inside and outside the military is the result of failure to document lessons learned from battle experience, as well as a lack of a combined vision among the Joint Forces to fully recognize and exploit the capabilities of biometrics for enhanced future success. This book fills that gap. Biometrics has great potential as an effective tool if properly developed and utilized. The book concludes with a look at the future of emerging applications for the military but also considers a wider range of deployment of biometrics outside the military, such as in governmental organizations, including foreign diplomacy. Biometrics can be applied to any operational area that requires accurate and rapid identification of unknown individuals in order to support its operations and protect personnel and resources. Biometrics in Support of Military Operations is an important beginning point in an emerging field for gaining understanding and better mastery of biometrics.

Addressing the interaction between military operations and the activities of civilian government agencies, intergovernmental organizations (IGOs), and nongovernmental organizations (NGOs) during and after conflict, this study traces the development of civil military operations from their origin during World War II as Civil Affairs and military government to the present array of civil military operations. In so doing, it looks closely at the recent cases of Panama, Kuwait and southern Iraq, the Kurdish rescue mission in northern Iraq, Somalia, and Haiti. Of particular interest is the book's integration of national policy, strategy, and operations as it looks at the interplay between combat operations and their civil, military and political consequences. The outcome of the operations considered here suggests a need to look at the organization and planning of military forces in contemporary conflict as well as the integration of nonmilitary players into the game from the start of operations. The author concludes that the essence of modern conflict can be found in civil military operations.

This volume provides materials for active learning about peacebuilding and conflict management in the context of complex stability operations. Today, America faces security challenges unlike any it has faced before, many of which requiring lengthy U.S. involvement in stability operations. These challenges are exceedingly dynamic and complex because of the ever changing mix and number of actors involved, the pace with which the strategic and operational environments change, and the constraints placed on response options. This book examines the challenges that military forces will face in multinational operations in the 21st century. Expanding on Rupert Smith’s The Utility of Force, the volume assesses the changing parameters within which force as a political instrument is ultimately carried out. By analysing nine carefully selected mission types, the volume presents a comprehensive analysis of key trends and trajectories. Building upon this analysis, the contributors break the trends and parameters down into real and potential tasks and mission types in order to identify concrete implications for military forces in future multinational operations. The context of military intervention in conflicts and crises around the world is rapidly evolving. Western powers’ shrinking ability and desire to intervene makes it pertinent to analyse how the cost of operations can be reduced and, how they can be executed more intelligently in the future.
