With its low incomes, lagging social indicators and widespread poverty, eastern Indonesia epitomizes the problems of development in Indonesia. The challenge is to advance the economy. But this means more intensive use of natural resources, placing pressure on the region's unique ecosystems. This book explores the trade-offs and synergies between development, social concerns and the environment in Papua, Maluku and East Nusa Tenggara. It is written by leading scholars and experts on the region. They investigate the dilemmas of fishing in eastern Indonesia's seas, the strategies and challenges for mining and forestry, and the efforts to tackle biodiversity conservation and climate change. At the start of the 21st century, fighting poverty and protecting the environment are two of the most urgent challenges facing the international community. Environmental changes will jeopardize people's survival to an even greater extent in the future, and will hit the poor hardest. Despite decades of macroeconomic reforms, poverty reduction plans and rural growth strategies, poverty is persistent and environmental degradation is accelerating in the developing world. Though traditional economic indicators have improved in some countries, little has worked to open enduring economic and ecological opportunities to the rural poor. This unacceptable outcome grows, in large part, from the failure to place the needs of the poor at the centre of national development strategies and to link local level changes to urgently needed changes in national development policies. This book is designed to change all of that by showing how change must begin at the local level and, from there, push upwards to change policies and institutions at higher levels to remove political, economic and institutional impediments that stifle opportunities for the rural poor and improved environmental management. There are probably no other people on earth to whom the image of the ‘stone-age’ is so persistently attached than the inhabitants of the island of New Guinea, which is divided into independent Papua New Guinea and the western part of the island, known today as Papua and West Papua. From ‘Stone-Age’ to ‘Real-Time’ examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent ‘stone-age’ image meets the practices and ideologies of the ‘real-time’ – a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. This volume investigates some of these trajectories for the cultural logics and social or political structures that shape them. The chapters are highly ethnographic, based on in-depth research conducted in diverse spaces within and beyond Papua. These contributions explore topics ranging from hip hop to HIV/ AIDS to historicity, filling much-needed conceptual and ethnographic lacunae in the study of West Papua.

There are reasons for thinking that this is at last Indonesia's moment on the world stage. Having successfully negotiated its difficult transition to democracy after 1998, Indonesia has held three popular elections with a low level of violence by the standards of southern Asia. Recetly its economic growth rate has been high (above 6 per cent a year) and rising, where China's has been dropping and the developed world has been in crisis. Indonesia's admission in 2009 to the G20 club of the world's most influential states seemed to confirm a status implied by its size, as the world's fourth-largest country by population, and the largest with a Muslim majority. Some international pundits have been declaring that Indonesia is the new star to watch, and that its long-awaited moment in the sun may at last have arrived.

The global centre of gravity continues to shift to the Asia-Pacific, the most dynamic region in the world. These economies have generally grown faster for longer periods of time than any other major region in world history. Their embrace of globalization has been a central feature, and driver, of their dynamism. The management of Asia-Pacific economic integration and globalization is crucial not only for the countries themselves but also for the state of the global economy, including importantly latecomer developing economies who look to the region for analytical and development policy lessons.
