BOOK EXCERPT:

This book is a history of the complex relations between scientific advisors, primarily physicists, and U.S. presidents in their role as decision makers about nuclear weapons and military strategy. The story, unsurprisingly, is one of considerable tension between the "experts" and the politicians, as scientists seek to influence policy and presidents alternate between accepting their advice and resisting or even ignoring it. First published in 1992, the book has been brought up to date to include the experiences of science advisors to President Clinton. In addition, the texts of eleven crucial documents, from the Einstein-Szilard letter to President Roosevelt (1939) to the announcement of the Strategic Defense Initiative by President Reagan (1983), have been added as appendixes.

Risk Decision And Rationality

eBook Download

BOOK EXCERPT:

Decision Theory has considerably developed in the late 1970's and the 1980's. The evolution has been so fast and far-r2aching that it has become increasingly difficult to keep track of the new state of the art. After a decade of new contributions, there was a need for an overview' of the field. This book is intended to fill the gap. The reader will find here thirty~nine selected papers which were given at FUR-III, the third international confe rence on the Foundations and applications of Utility, Risk and decision theories, held in Aix-en-Provence in June 1986. An introductory chapter will provide an overview of the main questions raised on the subject since the 17th Century and more particularly so in the last thirty years, as well as some elementary information on the experimental and theoretical results obtained. It is thus hoped that any reader with some basic background in either Economics, Hanagement or Operations Research will be able to read profitably the thirty-nine other chapters. Psychologists, Sociologists, Social Philosophers and other specialists of the social sciences will also read this book with interest, as will high-level practitioners of decision~making and advanced students in one of the abovementioned fields. An expository survey of this volume will be found at the end of the introductory chapter, so that any of the seven parts of the book can be put by the reader in due perspective.

This manuscript is about the sense of justice that limits what individuals can do in pursuit of their ends and opens them to exploitation. It shows how flawed agents choosing under partial information advance those of their ends having nothing to do with justice by maintaining such a disposition.

Information Inference And Decision

eBook Download

BOOK EXCERPT:

Under the title 'Information, Inference and Decision' this volume in the Theory and Decision Library presents some papers on issues from the borderland of statistical inference philosophy and epistemology, written by statisticians and decision theorists who belonged or are allied to the former Saarbriicken school of statistical decision theory. In the first part I make an attempt to outline an objective theory of inductive behaviour, on the basis of R. A. Fisher's statistical inference philosophy, on the one hand, and R. Carnap's inductive logic, on the other. A special problem arising in the context of the new theory, viz., the problem of vagueness of concepts (in particular in the social sciences) is treated separately by H. Skala and myself. B. Leiner has contributed some biographical and bibliographical notes on the objective theory of inductive behaviour. Part II is concerned with inference philosophy. D. A. S. Fraser, the founder of structural inference theory, characterizes and compares some inference philosophies, and discusses his own and the arguments of the critics of his structural theory. In my opinion, Fraser's structural infer ence theory is suited to complete Fisher's inference philosophy in some essential points, if not to replace it. An interesting task for future re search work is to establish the connection between Fraser's theory and Carnap's ideas in the framework of an objective theory of inductive behaviour.

Beyond Sputnik And The Space Race

eBook Download

BOOK EXCERPT:

A fascinating account of how the United States established the first global satellite communications system to project geopolitical leadership during the Cold War. On July 20, 1969, the world watched, spellbound, as NASA astronaut Neil Armstrong stepped off the Apollo 11 lunar module to walk on the moon. NASA estimated that 20 percent of the planet's population—nearly 650 million people—watched the moon landing footage, which was made possible by the first global satellite communications system, the International Telecommunications Satellite Organization, or Intelsat. In Beyond Sputnik and the Space Race, Hugh R. Slotten analyzes the efforts of US officials, especially during the Kennedy administration, to establish this satellite communication system and open it to all countries of the world. Locked in competition with the Soviet Union for both military superiority and international prestige, President John F. Kennedy overturned the Eisenhower administration's policy of treating satellite communications as simply an extension of traditionally regulated telecommunications. Instead of allowing private communications companies to set up separate systems that would likely primarily serve major "developed" regions, the new administration decided to take the lead in establishing a single world system. Explaining how the East-West Cold War conflict became increasingly influenced by North-South tensions during this period, Slotten highlights the growing importance of non-aligned countries in Asia, Latin America, and Africa. He also underscores the importance of a political economy of "total Cold War" in which many crucial aspects of US society became tied to imperatives of national security and geopolitical prestige. Drawing on detailed archival records to examine the full range of decisionmakers involved in the Intelsat system, Beyond Sputnik and the Space Race spotlights mid- and lower-level agency staff usually ignored by historians. One of the few works to analyze the establishment of a major global infrastructure project, this book provides an outstanding analytical overview of the history of global electronic communications from the mid-nineteenth century to the present.
