In common with many other parts of the world, the region of South Eastern Europe (SEE) faces a significant terrorist threat. Countering this threat represents a major security challenge for government agencies in the region and their partners, and although important counterterrorism advances have been made by NATO nations over the past decade, the complex history, geography, culture, socio-economic and political dynamics of the area mean that these advances need to be contextualized and modified to suit the regional situation. This book presents the contributions to the NATO Advanced Training Course (ATC) 'Countering Terrorism in South Eastern Europe' held over five days at Lake Ohrid, Macedonia, in February 2016. The conference hosted presenters from 15 different countries, and government representatives from the nations of the Balkan region, including Macedonia, Slovenia, Bosnia and Herzegovina, Montenegro, Albania, Bulgaria, Croatia, and Kosovo. The course consisted of five central priorities: contemporary global terrorist practices, radicalization processes and recruitment techniques; terrorist use of cyberspace; legal aspects of countering terrorism; building resilient societies; with the final priority concentrating on SEE counterterrorism. Presenters discussed a wide range of topics, including radicalization and cyberterrorism, all aimed at countering the real and evolving threat of terrorism in the region.

This book traces the evolution of the EU’s fight against terrorism from the late 1970s until the end of the first decade after 9/11. This historical analysis covers both EU-internal and international counterterrorism policies and features an in-depth account of the EU’s reaction to the terrorist incidents in New York, Madrid and London. In the first few weeks after these incidents, the EU mobilised a complex but also incoherent set of policy measures, which significantly influenced the course of European security over the years. From a theoretical perspective, this volume argues that context-specific factors dominated over functionalist considerations in the EU’s fight against terrorism. Building on frameworks from public policy analysis, the author demonstrates that EU institutions played a critical role as policy entrepreneurs, while the many security measures were chosen on the basis of timing rather than significance. Such short-term political dynamics also explain the implementation deficits and persistent imbalances in the EU’s counterterrorism policy; limitations which still hinder its fight against international terrorism. This book will be of much interest to students of EU policy, counter-terrorism, European security, public administration, foreign policy, and IR in general.

At a time of great global uncertainty and instability, communities face fracturing from the increasing influence of extremist movements hostile to democratic and multicultural norms. Europe and the West have grown increasingly polarised in recent years, beset with financial crises, political instability, the rise of malicious actors and irregular violence, and new forms of media and social media. These factors have enabled the spread of new forms of extremism and suggest a growing need for a response sensitive to inequalities and divisions in wider society – a task made even more urgent by the COVID- 19 pandemic. This volume provides a timely analysis of global and regional responses to international terrorism. Global terrorism is a double-edged threat to democracies. Physically, because of the number of people killed and wounded, structurally, because it threatens social peace and over-reaction tends to undermine our basic values. The authors of the chapters in this book are multinational and interdisciplinary. Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

This textbook presents a systematic study of terrorism from the standpoint of economic analysis. Choosing the kind and level of measures to counter terror is, to a large extent, an economic decision, as counterterrorism (CT) measures and their side effects are costly. This text, contains theoretical models that illustrate the economic mechanisms of different types of CT measures. A vast array of empirical studies and regularities are also presented. Some chapters discuss in depth the empirical results in the literature as well as the underlying statistical/econometric methodologies that go beyond ordinary regression. General Appendix A provides an exposition of the concept of compensating surplus and elements of the basic game theory, to help the reader with an economics background recapitulate micro theory concepts used in the book. General Appendix B lays out the notions of hypothesis testing, regression and more advanced statistical/econometric methods, so that the reader understands or at least can have an intuitive idea of how the results are derived and what they mean with some degree of inner comfort. Aimed at students at the intermediate undergraduate and graduate levels, the text requires knowledge of basic micro, first-order conditions of profit or utility maximization and cost minimization, and statistical concepts of hypothesis testing and regression. This textbook is intended for use in courses in economics, political science, criminal justice, and emergency management. After the death of Osama Bin Laden and the demise of Al Qaeda, the EU is increasingly threatened by new jihadi terrorist groups such as ISIS, as exemplified by recent terror attacks on Paris, Brussels, Nice, Berlin and Manchester. This book investigates the role of the EU in dealing with such groups as part of its counter-terrorism efforts, by outlining the increasing role of the EU as an external counter-terrorism actor.

The responses of governments and international institutions to terrorism raise some of the most controversial issues of the twenty-first century. In particular, attempts to balance the desire to achieve security with the safeguarding of human rights and other aspects of the rule of law have proved to be highly contentious.
