This book outlines the evolution of policy and the course of Turkey’s economic development since the foundation of Turkey’s republic in 1923. Turkey is a fast-developing country with, over the last seventy years, a radically transformed economic and social structure. The concept of planned development was first applied as long as fifty years ago, long before other such approaches in the region. Furthermore, Turkey’s post-war economic development has proceeded in a rare environment of a predominantly liberal, competitive political system. This book is the first comprehensive and up-to-date study of Turkish economic development and its relationship to political change. First published in 1981.

This book focuses on environmental financing in the process of alignment with the EU. Based on comparative analysis of national environmental strategies and financial needs, and their links with strategic development documents in five selected countries (Bulgaria, Romania, Slovenia, Croatia, Turkey) the book identifies main achievements and remaining challenges in the main areas of environmental regulation: nature protection, water, waste, air and climate change. For each area the same concept is applied: current situation is presented, followed by an overview of institutional and legal frameworks. Division of competences between actors at the same or at different levels is addressed. Costs of implementation are estimated and possible sources of financing identified.

This study, originally a Ph.D. thesis accepted in the University of Bir mingham, is intended to present a critical analysis of some important problems of development financing. The boundaries of our subject-mat ter will be defined as follows. First of all, the discussion will be confined to the problems of a particular country: Turkey, during a particular period of time: the period of the First Five-Year Development Plan of 1963-67. Secondly, the problems to be discussed will be chosen from among those concerning the saving aspect of development financing. It has now become a widely used method in the literature to assume a dichotomy between the saving and investing aspects of the process of development financing. Thirdly, even within the saving aspect of development financing, no claim will be made to comprehensiveness. Preference will be given to analyzing in depth a few main questions rather than touching upon everything con cerning our subject. The study begins with an introduction to the social and economic framework of Turkey in Chapter 1, in which emphasis is given to factors that bear upon the problems to be discussed in the following chapters.
