This tool kit assists staff and consultants of the Asian Development Bank (ADB) in conceptualizing and designing gender-responsive programs and projects in public sector management (PSM). It aims to help users identify and investigate gender issues and to build practical design elements into PSM programs and projects. It guides users on key questions to be asked and data to be collected during project preparation, and provides a menu of entry points for designing gender-inclusive PSM programs. Consisting of three parts, the tool kit provides guidance on gender issues on key PSM subsectors and sector policy reforms. Case studies from ADB programs and projects have been included to illustrate good practices in mainstreaming gender concerns in PSM.

This gender equality and social inclusion (GESI) framework the Asian Development Bank’s (ADB) operations in South Asia serves as a guide for effectively fulfilling GESI-related mandates as outlined in ADB’s Strategy 2030. Developed through an extensive 2-year consultative process from 2020 to 2022, the GESI framework highlights the various dimensions of exclusion and vulnerability, including their intersections with gender inequality and each another. By adopting an intersectionality lens, the GESI framework spotlights the diverse experiences of women and disadvantaged groups, recognizing that the impacts of gender inequality and social exclusion vary based on intersecting identities. The GESI framework promotes context-sensitive and integrated actions to advance GESI goals.

It was written with development policy makers, planners, implementers, and evaluators in mind. The tool kit provides a menu of gender equality outcomes, results, and indicators across different sectors that can be adapted to suit different contexts. It is intended to be read selectively based on the sector and nature of the program or project although it is not expected that every indicator will be relevant to all programs and projects.

Indeed, women's economic participation in an economy as entrepreneurs, employees, and leaders is recognized as a measure of a country's dynamism and viability. 'Gender Dimensions of Investment Climate Reform' provides fresh solutions to common issues that women entrepreneurs face. It presents actionable, replicable, and scalable tools for promoting gender-sensitive investment climate reforms that would benefit both women and men. The Asian Development Bank (ADB) is committed to mainstream gender equality approaches in all sectors of its operations. This publication assesses the nexus between gender inequalities, HIV spread, and infrastructure development. A desk review and comparative analysis of existing infrastructure sector policies, legal and regulatory frameworks related to HIV prevention in Cambodia, the People's Republic of China, India, Papua New Guinea, and Tajikistan identifies factors which may contribute to promote an effective response to the epidemic. The assessment of and field visits in selected ADB transport project sites identified promising practices for a more sustainable and gender-inclusive response to the epidemic.

The Japan Fund for Public Policy Training was established in March 2004 as a trust fund to enhance developing member countries' capacity building for public policy management, focusing on regional economies in transition. Since its inception, the Government of Japan has contributed more than $22 million. The country director of the Asian Development Bank's Viet Nam Resident Mission acts as the program manager of the fund. The Public Policy Training Program's training facility in Ha Noi continues to operate efficiently with the establishment of strict administrative procedures and systems for the effective implementation of the technical assistance program.
