Cross-border regions are newly emerging social spaces stretching across national borders. Globalization makes national borders more permeable and leads to a rearrangement of economic and political interactions. This is particularly pronounced within supra-regional blocs featuring specific internal border regimes. The ensuing opportunities are increasingly seized to create border-spanning discourses and institutions. This is illustrated in the book by a range of experts analyzing cross-border regions in Europe, America, East Asia and Africa.

Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict.This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

Addressing and conceptualizing the changing character of borders in contemporary Europe, this book examines developments occurring in the light of European integration processes and an on-going tightening of Europe's external borders. European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Finally, the authors suggest a complementarity between relations based on proximity and wider (possibly global) networks where some territories, and especially metropolises, find opportunities based on "virtual" proximity. The 2004 entry of 10 Central and Eastern European countries, along with Malta and Cyprus, into the EU has caused a huge shift in the EU's external boundaries. The socio-economic and political transformations that this shift has caused not only suggest new regional development opportunities, but also many potential problems and tensions. While the EU insists that enlargement will not signify 'new divisions', processes of inclusion and exclusion and the imposition of visa restrictions on non-EU citizens could pose obstacles to co-operation, conjuring fears of an emerging 'fortress Europe' that effectively divides the continent. Illustrated with case studies from Central and Eastern European border areas, this book examines capacities for region building across national borders in within the context of EU enlargement, synthesizing the various insights provided by local information and suggesting ways forward for the future development of the EU's 'Wider Europe' strategy.

A key concern in the debate and empirical research on the geography of regions is the evolution of the conceptualizations and practical uses of the idea of ‘region’. This idea prioritises both the intellectual and the practical development of regional studies. This book drives the discussion further. It stresses the complex forms of agency/advocacy involved in the production and reproduction of regional spaces and space of regionalism as well as the importance of geohistory and context. The book moves beyond the territorial/relational divide that has characterized debates on regions and regional borders since the 1990s. The contributors answer key questions from different conceptual and concrete-contextual angles and to motivate readers to reflect on the perpetual significance of regional concepts and how they are mobilized by various actors to maintain or transform the contested spatialities of societal power relations.
