Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

This book explores and maps the relationship between borders, security and global governance. Theoretically, the book seeks to establish to what degree, and in what ways, traditional notions of borders, security and (global) governance are being eroded, undermined and contested in the context of a globalising world. Borders are increasingly being re-conceptualised to account for connectivity as well as divisions at the same time as focus is shifting from permanence to permeability. The ambivalence ascribed to bordering processes is at heart a security concern; borders are not only entwined with state formation but are also attempts at governing securities, identities and histories. Proceeding from a critical rendering of statist conceptualisations of borders, security and governance, the book not only emphasises the politics of borders, mobility and re-locations, but also provides a shared groundwork for interrogating the spatial conditions for bordering and border work as manifestations of a continuously deferred becoming rather than being. A principal contribution of the volume is its scrutiny of how borders are enacted and perceived in and through the everyday, and of how such production and construal can make sense as acts of resistance to various forms of governing. Such a focus reveals the necessity of investigating how governing from afar affects the possibilities and tendencies to securitise as well as desecuritise, within as well as beyond elite settings. Illuminating opportunities to develop a more integrated approach to municipal water system design, Natural and Engineered Solutions for Drinking Water Supplies: Lessons from the Northeastern United States and Directions for Global Watershed Management explores critical factors in the decision-making processes for municipal water system delivery. The book offers vital insights to help inform management decisions on drinking water supply issues in other global regions in our increasingly energy- and carbon-constrained world. The study evaluates how six cities in the northeastern United States have made environmental, economic, and social decisions and adopted programs to protect and manage upland forests to produce clean drinking water throughout their long histories. New York, New York; Boston and Worcester, Massachusetts; New Haven and Bridgeport, Connecticut; and Portland, Maine have each managed city watersheds under different state regulations, planning and development incentives, biophysical constraints, social histories, and ownerships. Some of the overarching questions the book addresses relate to how managers should optimize the investments in their drinking water systems. What is the balance between the use of concrete/steel treatment plants (gray infrastructure) and forested/grassland/wetland areas (green infrastructure) to protect surface water quality? The case studies compare how engineered and/or natural systems are employed to protect water quality. The conclusions drawn establish that it makes environmental, economic, and social sense to protect and manage upland forests to produce water as a downstream service. Such stewardship is far more preferable than developing land and using engineering, technology, and artificial filtration as a solution to maintaining clean drinking water. Lessons learned from this insightful study provide effective recommendations for managers and policymakers that reflect the scientific realities of how forests and engineering can be best integrated into effective watershed management programs and under what circumstances.
